Bui Thi Minh Hoai re-elected as Secretary of the Hanoi Party Committee

In the ongoing 18th Hanoi Party Congress, voters re-elected Politburo member Bui Thi Minh Hoai as the Hanoi Party Committee's Secretary for the 2025–2030 term, alongside four deputy secretaries and 17 members of the Standing Committee.

THE HANOI TIMES — The 18th Congress of the Hanoi Party Committee for the 2025–2030 term on October 16 elected 75 members to the Party Executive Committee, including 17 members of the Standing Board.

Bui Thi Minh Hoai, Politburo member, Secretary of the 17th Hanoi Party Committee and Head of the city’s National Assembly delegation, was re-elected as Secretary of the 18th Hanoi Party Committee for the 2025–2030 term with the highest vote rate of 99.27%.

The four Vice Secretaries of the 18th Hanoi Party Committee for the 2025–2030 term are Tran Sy Thanh, Vice Secretary of the 17th Hanoi Party Committee and Chairman of the Hanoi People’s Committee; Nguyen Van Phong, Permanent Vice Secretary of the 17th Hanoi Party Committee; Phung Thi Hong Ha, member of the 17th Hanoi Party Committee and Permanent Vice Chairwoman of the Hanoi People’s Council; and Nguyen Trong Dong, member of the 17th Hanoi Party Committee and Vice Chairman of the Hanoi People’s Committee.

Other members of the municipal Party’s Standing Committee include Ha Minh Hai, Head of the Organization Commission of the Hanoi Party Committee; Nguyen Doan Toan, Head of the Commission for Publicity, Education and Mass Mobilization; Do Anh Tuan, Head of the Internal Affairs Commission; Duong Duc Tuan, Vice Chairman of the Hanoi People’s Committee; Bui Huyen Mai, Permanent Vice Chairwoman of the Vietnam Fatherland Front of Hanoi; Nguyen Thanh Tung, Director of the Department of Public Security; Dao Van Nhan, Commander of the Hanoi Capital Command; and Nguyen Xuan Luu, Director of the city’s Department of Finance.

According to Nguyen Van Phong, Permanent Vice Secretary of the 17th Hanoi Party Committee, the preparation of personnel for the congress followed the Party’s regulations and the instructions of the Politburo and Secretariat.

The process strictly complied with all steps and procedures, ensuring objectivity, democracy, transparency and fairness. The personnel plan submitted to the congress were reviewed by relevant agencies and approved by the Politburo.

Nominees must meet key criteria, including firm political stance, absolute loyalty to the interests of the Party, State and people, steadfast adherence to Marxism-Leninism, Ho Chi Minh Thought and the Party’s reform policies, exemplary morality and lifestyle, and strict observance of Party regulations and the principle of democratic centralism.

In addition, self-discipline and a strong sense of responsibility, unity within the Party, the ability to translate Party guidelines and State policies into effective action, a modern vision with global and capital-level thinking, and professional, political and managerial qualifications appropriate to their roles are also important.
