The city's leadership has outlined key directives to enhance efficiency, ensure safety, and strengthen local capacity following a recent review of fire safety performance in 2024.

Authorities are required to implement fire prevention policies issued by the central government and local agencies, ensuring practical and measurable improvements. Leaders of departments and local governments must identify weaknesses and promptly address shortcomings to enhance preparedness and response capabilities.

Starting from the first quarter of 2025, the city will enforce stricter fire safety regulations, including penalties for non-compliance. The Department of Justice will oversee training programs and legal guidance to ensure uniform enforcement. A long-term fire safety strategy is also being expedited, with priority measures scheduled for completion within the year.

Community engagement remains a key priority, with authorities pushing for every household to be equipped with fire safety tools and all students, workers, and government employees to receive mandatory fire safety education.

Emergency response teams are receiving additional manpower and equipment to meet the "four on-the-spot" firefighting principle.

In a stronger move, from early 2025, Hanoi intensified inspections and cracked down on fire safety violations, particularly unauthorized building modifications and facilities operating without proper certification.
