Hanoi rolls out digital public service training across all 126 communes and wards
Hanoi is moving to make digital public services a routine skill for residents and businesses, as the city accelerates administrative reform and the development of a people-centered digital government.
THE HANOI TIMES — Hanoi will launch a citywide program to strengthen digital public service skills for residents and businesses across all 126 wards and communes, combining in-person training with online learning through a learning management system.

The program aims to translate national policies on digital transformation, administrative reform and digital government into practical action, ensuring consistent and effective implementation across the city’s public administration system.
Hanoi will raise awareness and reshape habits among residents and businesses in accessing and using public services online, gradually building a culture of digital public service use across society.
A key objective is to equip residents with basic digital skills, with priority given to vulnerable groups such as older adults, people with disabilities, freelance workers and rural residents. The city aims to ensure that everyone can independently access and use digital public services.
Hanoi also expects the program to increase the share of administrative procedures completed online, easing pressure on one-stop service counters while saving time and costs for residents, businesses and government agencies.
The initiative supports digital transformation in administrative reform, improves public service quality, strengthens transparency and efficiency in state management and advances the development of digital government alongside a digital society, with residents as both participants and beneficiaries.
City authorities will carry out flexible communication and outreach activities tailored to different target groups.
These include articles and instructional videos on official city and agency portals, the public service portal and verified social media platforms, as well as outreach through local loudspeaker systems and community notice boards.
Hanoi will produce clear and easy-to-understand materials such as leaflets, infographics and short videos, focusing on essential administrative procedures that residents use most frequently.
Authorities in all 126 wards and communes will organize training sessions and thematic activities in residential areas, offices and schools to guide residents in basic digital skills and support them in completing administrative procedures online.
The program will also assist residents in registering electronic identification accounts, searching administrative information, submitting applications online, making digital payments, tracking application progress and receiving results electronically.
In addition, Hanoi will organize hands-on training sessions at digital public service support points, strengthen community digital transformation teams and mobilize civil servants, youth union members and volunteers to help residents access and use digital public services.
