THE HANOI TIMES — Hanoi is expediting the implementation of the latest digital transformation agenda from the Central Steering Committee, with the goal of achieving synchronized and efficient reforms across all local agencies.
The city has instructed its agencies and localities to disseminate and respond to Plan No. 02-KH/BCDTW issued by the Central Steering Committee on Science, Technology, Innovation, and Digital Transformation on June 19, 2025.
The plan calls for a swift and coordinated digital transformation aligned with political and administrative reforms, with all Hanoi units reviewing the plan and developing implementation strategies.
The Hanoi Public Administrative Service Center has been tasked with leading the city’s local implementation roadmap.
The Department of Science and Technology has been assigned to assess the state of digital infrastructure in local wards and communes in order to identify existing gaps and propose practical solutions to improve connectivity and technical capacity.
The Department of Home Affairs will advise on staffing arrangements for digital transformation in collaboration with science and technology officials, ensuring that each unit has qualified personnel dedicated to information technology and innovation tasks.
The Department of Finance will allocate funds to support the scheme and ensure that resources are used in accordance with legal and policy frameworks.
This directive is a crucial step in translating the Central Steering Committee’s vision into local action. It will strengthen Hanoi’s digital foundation and prepare the public sector for wider-reaching structural reforms.
