Final preparations rehearsed for 14th National Party Congress
The plans were implemented in a coordinated and systematic manner to ensure absolute security and safety, smooth traffic flow and minimal disruption to daily life.
THE HANOI TIMES — Hundreds of vehicles today [January 14] took part in a full-scale rehearsal for organizational and service arrangements for the 14th National Party Congress at the National Convention Center on Pham Hung Street, Tu Liem Ward.

The rehearsal was chaired by Tran Cam Tu, Permanent Member of the Party Central Committee Secretariat and head of the organizing and service subcommittee for the 14th Congress.
Under the program, senior leaders, subcommittee members and delegates laid wreaths in tribute to fallen heroes on Bac Son Street and paid respects at the Ho Chi Minh Mausoleum.
The rehearsal delegation then proceeded to the National Convention Center to review security, medical services, logistics and delegate transport arrangements.
The Hanoi Department of Public Security organized a drill on convoy escort and vehicle staging in preparation for the event. The plans were implemented in a coordinated and systematic manner to ensure absolute security and safety, smooth traffic flow and minimal disruption to daily life.
From 6 AM, dozens of vehicles departed from simulated locations such as hotels and the National Convention Center and moved toward the Ba Dinh area.
Identifying the 14th National Party Congress as a task of special political importance, the municipal Department of Public Security proactively developed and conducted a comprehensive drill covering security, public order and traffic safety, with convoy escort and traffic diversion plans prepared in a thorough and disciplined manner.
The highest objective is to ensure absolute security and safety, prevent any unexpected incidents and avoid even the smallest lapse, not only at congress venues but nationwide.

Through the drill, Hanoi Police assessed coordination and cooperation among forces and tested the feasibility of security, public order and traffic safety plans. The results will be used to further refine arrangements and ensure readiness for effective deployment when the congress officially takes place, contributing to its overall success.
Lieutenant GeneralNguyen Thanh Tung, Director of Hanoi Department of Public Security, stressed that the requirement for ensuring security and order for the 14th National Party Congress is to maintain stability while strictly adhering to the principle of “normal outside, tight inside.”
He emphasized the need to keep traffic flowing smoothly and to help project an image of Hanoi as a safe, civilized and friendly capital.
Lieutenant General Tung also instructed units to operate all professional measures in a synchronized manner, strengthen early and proactive situational awareness from the grassroots level to cyberspace and ensure that deputy directors of Hanoi Police directly oversee assigned sectors and areas to address issues promptly at their source and prevent the emergence of hot spots.
Highlighting this as a particularly critical period for safeguarding national security, Lieutenant General Tung called on the entire capital police force to draw on experience from protecting the A80 anniversary events, apply measures flexibly, creatively and in a coordinated way and proactively prevent risks while deterring and strictly handling violations, ensuring that no lapses occur under any circumstances.
On January 13, the Motor Vehicle and Transport Department under the General Department of Logistics and Technical Services of the Ministry of National Defense coordinated with relevant forces to deploy 286 personnel, including drivers, and 121 vehicles for training and preparation to transport congress delegates.
The military is expected to transport 1,402 delegates from 25 Party delegations and guests.
The Motor Vehicle and Transport Department said that during preparations, the instructor team, Brigade 971 and Factory Z157 ensured uniform technical quality and proper appearance of all vehicles. To date, 100% of professional training content and related requirements have met standards and are ready for deployment.
All public security and military forces take part in the drill.
The Ministry of Public Security, on January 10, held a send-off ceremony and security drill in support of the 14th National Party Congress. According to the Traffic Police Department, during the congress period from January 19 to January 25, trucks weighing 10 tons or more and passenger buses with 45 seats or more will be temporarily banned from entering central Hanoi during four time windows: 6 AM to 8 AM, 10:30 AM to 11:30 AM, 1 PM to 2 PM and 4 PM to 6 PM.
During these periods, restricted vehicles will not be allowed to travel on routes and sections leading into Hanoi, including interchanges on the Hanoi-Ninh Binh, Hanoi-Haiphong, Hanoi-Thai Nguyen and Hanoi-Lao Cai expressways as well as national highways serving as gateways to the capital.
On the elevated Ring Road 3 section from Thang Long Bridge to the intersection with National Highway 5A, trucks weighing 10 tons or more will be banned from circulation from 6 AM to 9 PM throughout the congress period, except for vehicles serving the congress, vehicles with security permits, task vehicles and other priority vehicles.
The 14th National Party Congress will take place from January 19 to January 25, 2026. The agenda focuses on discussions, the election of a new Party Central Committee and the adoption of four key reports, including the Political Report, a report reviewing theoretical and practical issues from 40 years of Doi Moi (Renewal), a report summarizing 15 years of implementing the Party Charter and a report reviewing the leadership and direction of the 13th Party Central Committee.
