Speaking at the conference, Lieutenant General Nguyen Thanh Tung, Director of the Hanoi Department of Public Security, highly valued the units for their responsibility and proactive efforts in preparing the plan, personnel and equipment.

Tung said the top priority will be maintaining stability while strictly applying the principle of “normalcy outside, strict control inside” and ensuring smooth traffic during the 14th Party Congress, which is scheduled to take place in Hanoi over seven days starting January 19, 2026.

The director requested units to implement coordinated operational measures, strengthen their capacity for early monitoring of developments, and maintain heightened vigilance in cyberspace while carrying out their duties.

The deputy directors of Hanoi Police are tasked with supervising their assigned areas and fields, promptly handling issues and preventing the emergence of any unexpected complex situations.

Tung stressed that this is an especially critical moment for national security, urging the Hanoi Police force to draw on their experience from the celebrations marking the 80th anniversary of the August Revolution and National Day, as well as apply all measures closely and flexibly.

"The force must ensure proactive prevention, timely deterrence, strict handling of violators and no mistakes to ensure that the police forces are never caught off guard in any situation," the director noted.

Hanoi mobile police force mobilized to ensure the safety for the 14th National Party Congress.

The comprehensive plan to ensure security and order during the 14th Party Congress has been carefully and scientifically designed, closely following the directives of the Ministry of Public Security, the municipal Party Committee and People’s Committee.

The plan provides full coverage, assigns clear responsibilities to each unit and force and deploys personnel, equipment and technical resources to ensure absolute security before, during and after the Congress.

The forces are also focusing on preventing and combating all types of crime and managing residency, particularly for foreign nationals.

They are tasked with protecting cybersecurity and decisively handling acts that exploit technology or artificial intelligence to distort information and undermine the Party and the State.

The Hanoi Police are instructed to carry out their duties without disrupting locals’ daily life while ensuring a completely secure environment for the successful congress.
