Secretary-General To Lam urges Hanoi for further improvement and growth
The environment, health care, education and the business environment are key areas of focus for the capital going forward.
Hanoi should learn from both domestic and international experiences to solve environmental problems, especially car and motorcycle emissions, and build a green, clean and modern capital, said General Secretary To Lam.

It is important to maintain and enhance the value of rivers, including the Red River and the To Lich River, he said at a working meeting with the Standing Committee of the Hanoi Party Committee on November 27.
"The city must take comprehensive action to address issues related to the collection and treatment of sewage and waste to protect public health and reduce the workload of sanitation workers," he said.
He also highlighted the strategic potential of developing the West Lake area, noting its role as a gateway to Dong Anh and a catalyst for the development of both banks of the Red River.
He also urged the city to speed up major projects to support business development and avoid delays that could result in significant land waste and harm businesses.
"The city must focus on renovating old residential buildings and ensuring adequate social and resettlement housing for land clearance related to large-scale projects," he said.
"Detailed planning is key to ensuring sustainability and avoiding scenarios where newly built social and resettlement housing is demolished shortly after completion, resulting in a significant waste of resources," Lam stressed.
On education and healthcare, he encouraged Hanoi to build a smart, modern learning environment for students and improve the quality of healthcare services for residents.
"Hanoi should take a systematic approach to unlocking its tourism potential by leveraging the historical and cultural value of the Imperial Citadel of Thang Long. The city should take the lead in working with ministries, departments and UNESCO," he said.
General Secretary To Lam also called for strengthening the city's urban transportation network, prioritizing the construction of bridges across the Red River to ease traffic pressure, promoting digital transformation, and developing a digital society with digital residents.
He urged the government, ministries and agencies to help Hanoi overcome challenges, maximize its potential and fulfill its role as the heart of the nation.
Lam also commended Hanoi for the unity and determination of the Party Committee, authorities and people in overcoming challenges and implementing three strategic breakthroughs in line with the city's socio-economic development goals.
He praised the city's efforts to involve citizens in addressing public concerns and aspirations.
"Hanoi will continue to develop sustainably, becoming greener, cleaner and more modern to maintain its status as a 'model city leading the nation'," he said.

He noted the city's progress in recent years, especially in strengthening public trust in local authorities, which has laid the foundation for implementing central policies and promoting strong development in the coming period.
2024 achievements
Nguyen Van Phong, Deputy Secretary of the Hanoi Party Committee, emphasized that efforts to strengthen and reform the Party have continued effectively in 2024.
The Hanoi Party Committee has been exemplary in implementing the decisions and directives issued by the 13th Party Congress and the Central Party Committee, integrating them with studies on the ideology, ethics and lifestyle of President Ho Chi Minh.
The management methods of all Party committees have undergone significant innovation, especially for important and complex tasks. The efficiency of governance has improved, and the structure of the political system has been streamlined to ensure better functionality.
In particular, in 2024, Hanoi completed amendments to the Capital Law, the city's planning for 2021-2030 with a vision to 2050, and adjustments to the city's master plan for 2045 with a vision to 2065.
The city has made remarkable progress in achieving three strategic breakthroughs in addition to socioeconomic goals. By the end of the year, 20 of 24 goals are expected to be met, with six exceeding expectations.
Hanoi's economy continued its positive transformation, achieving robust growth and maintaining macroeconomic stability. The city's State budget revenue is expected to exceed VND492 trillion (US$19.4 billion). This figure exceeds the target by about 21% and is up nearly 20% year-on-year.
From 2021 to September 2024, Hanoi has attracted nearly VND2 quadrillion ($78.8 billion) in social investment and more than $7.4 billion in foreign direct investment in 1,270 new projects, with an estimated $2 billion in 2024 alone.
Significant investments were made in the city's infrastructure, particularly in connectivity, digital infrastructure and innovation. The city continued to expand social and resettlement housing.
Hanoi celebrated the 70th anniversary of its Liberation Day (October 10, 1954 - October 10, 2024) with numerous successful events, making a strong impression on domestic and international audiences. National security and social order were firmly safeguarded, and the city strengthened its global partnerships and enhanced its regional and international reputation.
Efforts have been intensified to address environmental issues, develop urban transport infrastructure, and implement key projects such as the development of West Lake, the planning of the banks of the Red River, and new bridges over the river. Planning for Metro Line 5 (Van Cao - Lang - Hoa Lac) and two subordinate cities is also underway.
