Government convenes December regular meeting

On the afternoon of December 29, the Government has conducted a regular session in December, 2015 under the chairmanship of Prime Minister Nguyen Tan Dung.

At the meeting, the Government has listened and discussed the draft report on activities for the 2011-2016 term of the Government, the Prime Minister; reporting on implementation of the program for making laws, ordinances and regulations promulgated, documents detailing the implementation of laws and ordinances in 2015 and and discuss ways to realize socio-economic development tasks for 2016; scheme to promote programs and projects borrowing foreign loans via re-lending agencies and so on.
 


Prime Minister Nguyen Tan Dung has said that all ministries and localities should continue to work on three strategic breakthroughs in order to achieve the targets set for 2016 and the next five years. The breakthroughs he mentioned are perfecting the socialist-oriented market economy institutions, improving human resources and building a synchronous infrastructure system. 

To upgrade the infrastructure system, the Government leader suggested creating a mechanism to attract both domestic and foreign investment. He also emphasised the need to train high-quality human resources, and help businesses in technological renovation. 

At the same time, PM Dung reminded the government to continue paying attention boosting socio-cultural development and ensuring social equality and welfare, with the focus on the national target programmes on sustainable poverty reduction and new-style rural area building. He also called for more attention to ensuring people's right to mastery in order to create consensus in the society and strengthen the great national unity, as well as additional efforts to ensure defence security and protect national sovereignty. 

Inferior levels were also urged to take concrete measures to effectively realize the three strategic breakthroughs, namely institutional improvement, infrastructure development, and high-quality human resource development. More mechanisms and policies must be adopted to mobilize investment capital from different sources in stead of relying on State budget, PM Dung stressed.

The Government chief called for doubling efforts in restructuring the national economy, especially public investment, State-owned enterprises, banking and agriculture sectors in order to improve investment effectiveness and corporate governance. Inferior levels need to strengthen management of scientific and technological activities, encourage the application of science and technology in raising productivity, quality and competitiveness of goods.

PM Dung also asked for further reforms of administrative procedures in order to improve the business environment while enhancing information technology application in State agencies to increase transparency and openness.


In conclusion, Prime Minister Nguyen Tan Dung acknowledged and appreciated the special efforts of the ministries in the formulation of draft laws and ordinances. "The government is managed, but primarily governed by law. To manage by law, we are the people to build the institutional, legal and policy mechanisms. We were interested in the task and complete a large volume of work in recent years with more and more quality"- Prime Minister Nguyen Tan Dung highlighted.

The Prime Minister asked ministries to continue to pay more attention to effectively implement the law formulation, ensuring resources, people, first of all strive to the end of the first quarter of 2016, providing details of arrears in 2015 and documents guiding the implementation of the law will be effective since January 1, 2016.
