Hanoi accelerates completion of Ring Road No. 4 service roads in 2025
The Hanoi government emphasized that while current issues may be resolved, new challenges are likely to emerge.
Hanoi is accelerating the completion of the service road for the Ring Road No. 4 project in 2025, alongside progress on the main route, the city's People’s Committee announced.
The Committee has directed the Hanoi Traffic Construction Investment Project Management Board to hold a tender in the first quarter of 2025 to select investors, aiming to kick off work on the project in the second quarter.

Hanoi has made significant strides in resettlement areas for the Ring Road No. 4 project, with housing allocated to 337 out of 818 households. Most districts have approved land prices for compensation, except for Dan Phuong District. The Hanoi People’s Committee has directed the Department of Natural Resources and Environment to resolve issues related to the implementation order, resettlement land allocation, and land pricing.
Additionally, the Department of Transportation has proposed extending the deadline to the end of Q2 2025, with land clearance and infrastructure relocation scheduled for completion by Q1 2025.
So far, a total of VND14.3 trillion ($595 million) has been allocated to Hanoi, of which VND10 trillion ($420 million) has been disbursed (71.81%). In 2024, VND1.5 trillion ($63 million) of the planned VND3.7 trillion ($150 million) has been delivered (41.68%).
Seventeen months after the start of works, four construction packages of civil works component projects have been launched along a 48.35 km stretch, with 32 active works (23 roads and 9 bridges). The project is expected to be completed in the fourth quarter of 2025.
Approximately 0.765 million m3 of soil for the embankment (about 65% of the required volume) has been extracted and used. The remaining amount was requested by the Hanoi People's Committee to be obtained from quarries in Hoa Binh Province. The gravel aggregate is supplied by commercial quarries in the surrounding provinces.

The Ring Road No. 4 project involves the construction of a 113-kilometer highway through Hanoi (58 km), Hung Yen (19.3 km), and Bac Ninh (36.2 km). Starting from the junction of the Hanoi-Lao Cai Expressway and ending at the junction of the Noi Bai-Ha Long Expressway, the project has a total investment of VND55 trillion (approximately US$2.26 billion) and is scheduled to be completed by 2027.
Work on the Ring Road No. 4 project began in mid-2023, with an original completion target of 2026 for the service road and 2027 for the expressway. However, Hanoi now aims to finish the service road by the fourth quarter of 2025. The road will pass through seven districts: Soc Son, Me Linh, Dan Phuong, Hoai Duc, Ha Dong, Thanh Oai, and Thuong Tin.
The Ring Road No.4 Project is divided into 7 independent component projects. Three are implemented by Hanoi, including compensation, assistance, resettlement, construction of service roads (urban roads) section through Hanoi, and investment.
The remaining two provinces, Hung Yen and Bac Ninh, are each responsible for the two component projects, including compensation, assistance, resettlement, and construction of parallel roads (urban roads) in their respective jurisdictions.
The Hanoi Traffic Construction Investment Project Management Board said that during the Lunar New Year 2025, workers will work day and night with the spirit of "overcoming sun and rain" regardless of the Tet holiday.
The Hanoi People's Committee emphasized that this is a big undertaking, and even if the current problems are solved, new ones are likely to arise, the Hanoi government stressed.
Therefore, the committee urged localities, agencies and units to maintain a sense of responsibility, foster a spirit of cooperation and learning from each other's experiences, and focus on discussing solutions and proactively addressing difficulties to ensure progress.
The project implementation must prioritize the well-being of residents, with all available policies and support mechanisms utilized to ensure stable living conditions for those affected by land clearance. Additionally, agencies and localities are required to promptly report any issues and propose solutions, ensuring that all actions comply with the law and are focused on benefiting the public.
