In celebration of the 18th Hanoi Party Congress (2025–2030):

Hanoi aims for strong finish to 2025, targeting over 8.5% GRDP growth

Hanoi will continue to improve its two-tier urban governance model to enhance state management efficiency, develop key infrastructure, ensure social welfare and take good care of policy beneficiaries and workers.

THE HANOI TIMES — Hanoi is determined to achieve the government’s GRDP growth target of over 8.2%–8.5%, a goal that demands firm leadership and coordinated efforts across all levels of administrative, according to Chairman of the Hanoi People’s Committee Tran Sy Thanh.

Thanh emphasized this viewpoint at the 2nd Party Congress of the municipal People’s Committee, which reviewed Party-building work over the past nine months, outlined tasks for the final quarter of 2025 and discussed preparations for the 2025–2030 Party Congress.

According to the city mayor, over the past nine months, Hanoi has effectively implemented key political tasks, maintained steady progress and achieved significant results despite global economic and political fluctuations.

The capital’s economy remained stable and grew at a solid pace, reaffirming its role as the country’s growth engine.

In the first nine months of 2025, Hanoi’s GRDP rose by 7.92%, 1.25 times higher than the same period last year. The city’s economic scale is estimated at VND1,600 trillion (US$63.5 billion), accounting for about 12.5% of the national GDP. Total state budget revenue reached VND530.8 trillion ($21.1 billion), equal to 103.3% of the yearly target and up 39.9%.

“The nine-month results demonstrate the unity, determination and decisive leadership of the Hanoi People’s Committee. They also affirm the political nucleus and pioneering role of the provincial-level government model in the new period,” Thanh stated.

At the conference, Deputy Secretary of the Party Committee of the Hanoi People’s Committee Doan Trung Tuan reported that the city had successfully completed its socio-economic and political tasks in the first nine months.

“Administrative reform and digital transformation continued to stand out, particularly in data development and the expansion of online public services closely linked to citizens’ daily lives and business activities,” Tuan said.

At the same time, national defense, security, social welfare, urban management, planning and environmental protection were all implemented comprehensively, yielding positive outcomes.

Political and ideological education, along with public outreach, was renewed in both content and form, enabling early detection of emerging issues. Party organization and membership development were carried out seriously and effectively, he said.

Notably, as part of the celebrations marking the 80th anniversary of the August Revolution and National Day (September 2), the Hanoi People’s Committee coordinated with central agencies to ensure absolute safety during the parade and march, which received high praise from both the central government and the public.

“This success fostered widespread enthusiasm and created favorable momentum for the city to advance its 2025 targets and future development goals,” Tuan said.

Administrative reform in focus

For the final quarter of the year and beyond, Chairman of the Hanoi People’s Committee Tran Sy Thanh requested Party committees at all levels to take synchronized action, highlighting the need to accelerate public investment disbursement, remove obstacles for businesses and boost industrial production.

He also called for stronger administrative reform, digital transformation, and the creation of new growth drivers.

According to Thanh, Hanoi will continue to improve its two-tier urban governance model to enhance state management efficiency, develop key infrastructure, ensure social welfare and take good care of policy beneficiaries and workers.

The city will intensify Party-building oversight to ensure compliance with regulations while improving leadership capacity and the combat readiness of grassroots Party organizations, he said.

“With our tradition of unity, innovation, resilience, and intelligence, I believe the Party Committee of the Hanoi People’s Committee will continue to uphold its pioneering role, contributing to the goal of building a prosperous, civilized and modern capital,” Thanh affirmed.
