Hanoi Party Chief Bui Thi Minh Hoai has sent a letter of sympathy and support to seven northern provinces hit by Typhoon Bualo and its following effects. The action reflected the capital’s spirit of solidarity and its motto “For the nation, together with the nation”.
THE HANOI TIMES — Hanoi has allocated VND45 billion (US$1.7 million) in financial aid to seven northern provinces severely affected by Typhoon Bualoi, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai announced on October 3.
The support was sent to Tuyen Quang, Lao Cai, Cao Bang, Son La, Lang Son, Hung Yen, and Phu Tho provinces to help them recover from the disaster. Lao Cai and Tuyen Quang each received VND10 billion ($380,000), while the remaining provinces received VND5 billion ($190,000) each.

In her letter addressed to the Party Committees, authorities and people of the seven provinces, Hoai extended heartfelt concern and deep sympathy to residents affected by the typhoon, especially those in the hardest-hit areas.
Hoai expressed confidence that with the support, solidarity and shared efforts of the whole country, local officials, soldiers and residents of these seven provinces would overcome challenges, repair storm damage and quickly restore normal life for the people.
The latest package follows Hanoi’s earlier aid to five central provinces. On September 30, Hoai had sent letters of sympathy and VND55 billion ($2.1 million) in support to five coastal provinces of Nghe An, Ha Tinh, Quang Tri, Ninh Binh and Thanh Hoa to help them recover from Typhoon Bualoi’s devastating impact.
Typhoon Bualoi, followed by floods and landslides, caused severe destruction across northern and north-central Vietnam, leaving 194 casualties and an estimated economic loss of VND8.78 trillion ($332 million) as of the morning of October 2.
The Ministry of Agriculture and Rural Development reported that most victims died in thunderstorms and floods, with 34 confirmed dead, 20 missing and 140 injured.
At least 154 houses were completely destroyed or washed away, while more than 154,000 others suffered damage or lost their roofs.
The storm also devastated agriculture, submerging 48,700 hectares of rice and other crops, damaging 13,330 hectares of aquaculture and killing or sweeping away 383,000 heads of livestock and poultry.
Typhoon Bualoi devastated Vietnam’s northern and central regions, leaving 44 people dead, 21 missing, 164 injured and more than 170,000 houses damaged or unroofed as of the night of October 2.
In the spirit of "Hanoi for the whole country, together with the whole country," the Hanoi authorities have decided to provide VND50 billion (US$2.1 million) in support to five affected provinces.
