The Ngoc Hoi Bridge will cross the Red River about 7.5 kilometers downstream from the Thanh Tri Bridge. Its western end will connect to Ring Road 3.5 (the section from Phuc La and Van Phu to Phap Van-Cau Gie Highway) in Hanoi's Thanh Tri District.
Meanwhile, the eastern end of the bridge falls in Van Giang District, Hung Yen Province, about 700 meters east of the left bank of the Red River. The total length of the route, including the main bridge, approach bridges, and connecting roads at both ends, is approximately 7.5 kilometers, of which approximately 5.4 kilometers are within Hanoi and 2.1 kilometers belong to Hung Yen Province.

The architectural design competition for the Ngoc Hoi Bridge was launched last year as part of the bridge construction project, which includes both the bridge and its approach roads.
On April 15, 2025, the Hanoi People's Committee approved the results of the architectural design competition for the Ngoc Hoi Bridge. The winning designs are as follows:
First Prize: Design code NH-02 (CT0203) by Bridge and Tunnel Engineering Consulting Joint Stock Company.
Second prize: Design code NH-04 (SH2208) by a consortium of A-ETC (Transport Engineering and Architecture Consulting JSC) and ADA & Partners Design Consulting JSC.
Third prize: Design code NH-01 (NH1789), also by Bridge and Tunnel Engineering Consulting JSC.
According to a report by the Hanoi People's Committee, the bridge will complete the city's Ring Road 3.5, reduce traffic congestion and accidents, create a regional connectivity corridor, and strengthen links between Hanoi and Hung Yen Province. The project will also help expand the development space and serve as a driver for socio-economic growth in southern Hanoi and Hung Yen.
