Hanoi is pushing ahead with key assignments in science, technology, innovation and digital transformation to meet its 2025 targets and prepare plans for 2026.
THE HANOI TIMES — The Hanoi People’s Committee has issued Official Dispatch No. 5514/UBND-DMPT, urging departments, agencies and local authorities to immediately review and complete assigned tasks related to science, technology, innovation and digital transformation.

According to the directive, all municipal units must finalize their 2025 deliverables, particularly overdue and fourth-quarter tasks outlined in conclusions of the Central Steering Committee and its assisting team as well as in Plan No. 139/KH-UBND issued by the city government on May 16, 2025.
Results must be reported to the municipal government via the Hanoi Department of Science and Technology before October 14, 2025.
The document also calls for accelerated disbursement of funds for 2025 programs and proactive budgeting for 2026 activities. Agencies must propose funding allocations and request adjustments from competent authorities to ensure timely implementation.
Hanoi is also advancing the emulation movement titled “The whole nation emulates innovation and digital transformation in Hanoi for the 2025–2030 period” following the municipal government’s Plan No. 190/KH-UBND dated July 18, 2025.
All departments and local governments are required to implement these directives rigorously and submit periodic or ad-hoc reports as required.
Any difficulties arising during implementation should be reported to the Department of Science and Technology for review and submission to the municipal government.
