Hanoi deputies share best governance practices with Vientiane officials

The Vientiane People's Council views the achievements of its Hanoi counterpart as valuable experience to be put into practice.

Vice Chairman of the Hanoi People’s Council Pham Qui Tien on August 7 held a meeting with a Vientiane delegation to discuss the best practices in governance.

During the meeting, Tien expressed his delight at welcoming a delegation from Vientiane to explore the modus operandi of the Hanoi People's Council. He emphasized that the Hanoi Party Committee, government, and people hold a deep appreciation for and are proud of their ongoing efforts to strengthen and develop the special and loyal relationship with the Lao People's Revolutionary Party and the people of Laos, as well as with the party, government, and citizens of various localities in Laos, especially Vientiane.

He said Hanoi has consistently prioritized strengthening cooperation in all fields with Vientiane over the years for the mutual growth of both capitals.

“These initiatives have contributed to maintaining and developing the special traditional friendship between the two parties, states, and peoples,” said Tien.

 The Vientiane delegation visits the traditional room of the Hanoi People's Council. 

He added that Hanoi has been working with Vientiane to expand cooperation in various fields that are effective and suitable for both sides, benefiting the citizens of both capitals. Notably, there have been successful collaborations between the two councils, such as the May 2022 visit by the Chairman of the Hanoi People's Council, who accompanied the National Assembly Chairperson on an official trip to Laos.

During this visit, the delegation worked with the Chairman of the Vientiane People's Council to establish the basic direction for implementing the cooperation activities outlined in the cooperation agreement signed between the two cities for the 2022-2025 period.

In April 2023, the Standing Vice Chairman of the Hanoi People's Council led a delegation to visit and work with the Vientiane People's Council, organizing a professional seminar to share experiences in drafting legislative documents, oversight, and decision-making on key issues, as well as experiences in organizing city-level council activities.

In December 2023, a delegation from the Vientiane People's Council, led by Vice Chairman Lamphoy Siakkhachanh, visited and worked with the Hanoi People's Council. During this visit, the two councils signed an official cooperation agreement for the first time.

During this current visit, the Vientiane delegation studied the modus operandi and visited the headquarters of the National Assembly Delegation and Hanoi People's Council.

For the 2021-2026 term, the Hanoi People's Council is implementing Resolution No.97/2019/QH14 of the National Assembly, which outlines the pilot of the urban administration model in Hanoi, as well as Decree No.32/2021/NĐ-CP issued by the Government on March 29, 2021, detailing the implementation of Resolution No.97/2019/QH14.

Tien informed that in line with Resolution No.97, Hanoi has no ward-level councils in districts and Son Tay Town. Over time, the councils at all levels in Hanoi have shown significant innovations in their organization and functioning, he said.

“The councils, with unity, cooperation, and past achievements, have made important contributions to local socio-economic development and ensuring national defense and security. They have also worked towards refining the legal framework and monitoring compliance with the law, thus contributing to the development of a civilized and modern city,” Tien said.

Moreover, the operations of the councils at all levels, have seen many innovations in content and methods, enhancing their effectiveness and efficiency. This has been recognized by the citizens of Hanoi and praised by the leadership of the National Assembly and other provincial councils as a "fresh breeze and a bright spot in the activities of elected bodies nationwide."

On behalf of the Vientiane delegation, Khamma Sengmyxay, Member of the Standing Committee of the municipal Party Committee and Head of Organization Department of Vientiane, thanked the Hanoi People's Council for the warm welcome.

He affirmed that the strong and enduring relationship between Vientiane and Hanoi will continue to be nurtured in the future, noting that the achievements of the Hanoi People's Council would serve as valuable experience for the Vientiane People's Council to consider and implement in practice.

Sengmyxay expressed hope for the continued support and sharing of experiences from the Hanoi People's Council to further enhance the effectiveness of the elected body in Vientiane.
