Hanoi drives apparatus restructuring for greater efficiency

Hanoi continues to enforce the conclusion of Resolution No. 18-NQ/TW, promoting the restructuring of its apparatus to be 'Streamlined, Efficient, Strong, Effective, and Result-Oriented', said Deputy Chairman of the Hanoi People’s Committee Ha Minh Hai at the 20th session of the municipal People’s Council on December 10.

Highlights in Hanoi’s socio-economic landscape

Earlier, on the afternoon of December 9, 40 deputies agreed in group discussions that with focused leadership, innovation in management and execution, the determination and unity of the entire political system, and the trust and support of the people and the business community, the overall socio-economic situation of Hanoi in 2024 has made remarkable progress.

The representatives also suggested further analysis of certain issues to identify existing shortcomings, both objective and subjective causes, draw lessons, and propose feasible solutions to address these issues in 2025.

According to Hai, Hanoi has focused on evaluating the causes and clarifying both objective and subjective factors, drawing lessons from the process of leadership and management. On the subjective side, there remain significant issues in coordination, especially inter-agency coordination for administrative procedures within the city's departments and districts, with some public servants showing poor service attitude and spirit.

"Among the five key lessons learned, an important one is to maintain discipline and order; promote administrative reforms, digital transformation, decentralization, and delegation in conjunction with resource allocation, alongside strengthened inspection and monitoring. Particularly, a strong focus on applying technology in management and task execution, ensuring transparency, and prioritizing the right people for the right roles," emphasized Hai.

People and businesses at center of services

Hai outlined seven key tasks to address the identified challenges and bottlenecks. The top priority is to implement the consistent approach of "putting people and businesses at the center of services," which must be the focus of all policies.

He added that Hanoi is prioritizing the removal of bottlenecks and barriers, mobilizing and optimizing all internal and external resources to focus on economic and socio-cultural development. This includes clearing difficulties for businesses, investing in infrastructure, especially traffic connectivity, public transportation, high-tech, and biotechnology industrial parks, as well as building infrastructure for satellite cities of Hanoi.

Key projects include the early initiation of the Urban Railway Line 5 project from Van Cao to Hoa Lac,  the construction of bridges across the Red River, and ensuring environmental protection, social security, and safety for Hanoi's citizens to support sustainable development.

Additionally, Hanoi is committed to taking concrete steps to implement the 2024 Capital Law, transforming mindsets, and developing smart, effective solutions to drive GRDP growth, focusing on new, efficient economic models to play a catalytic role in promoting the development of the Red River Delta, the Northern Economic Region, and the entire country.

The city is also speeding up the progress and disbursement of public investment capital to maximize private investment for development. Efforts are focused on ensuring quality and timely completion of major projects and groundbreaking infrastructure, which will create new productive capacity for the economy. Public investment will lead to social investment, with the state focusing on areas where the private sector cannot invest.

Hanoi is also committed to improving the investment and business environment, continuing administrative reforms tied to digital transformation, and enhancing the quality of online public services to facilitate business and economic development. The city aims to attract, strengthen, and improve the production capabilities of enterprises in industrial parks, particularly those focused on high-tech and biotechnology, to attract major investments in large-scale, high-tech projects that will serve as a new growth driver.

Another significant task is to continue to push forward administrative reform, digital transformation, and the Government's Scheme No. 06,  which is consistent with green transformation as a key to breakthrough and accelerated sustainable development. Hanoi will focus on investing in modern, intelligent, and interconnected urban infrastructure and reinforcing environmental protection measures.

Building up officials’ capacity

To combat waste, Hanoi will focus on effective financial management, optimizing public asset management, improving the efficiency of public investment, and raising awareness and accountability in state governance. The city will encourage socialization, and public-private partnerships, and increase the use of natural and resource-based assets.

Hanoi has also outlined tasks to further strengthen coordination between the Hanoi People's Committee and the Standing Committee of the City People's Council, the National Assembly delegation, and other related bodies. This will improve the role of each agency in monitoring and responding, increase the effectiveness of citizen engagement, and further upgrade the iHanoi app to collect feedback and handle complaints, increasing interaction between the government and citizens to boost the satisfaction of  Hanoi's people.

Agreeing with the remarks of Deputy Chairman Hai, the City People's Council delegates suggested that the People's Committee further focus on two areas.

Firstly, the People's Council of Hanoi has passed a resolution on the use of public assets in public service units for business, leasing, joint ventures, and partnerships, and the city should provide specific guidelines to facilitate the implementation of this policy to increase revenue and prevent waste. Secondly, there is a situation where many residents who have lived in the area for 30-40 years do not have documents to claim compensation for land clearance, and the compensation value is insufficient to buy social housing or resettlement homes. Therefore, the deputies recommended that the city develop a special mechanism for vulnerable groups to speed up the land clearance process for projects.
