Hanoi gains positive results in administrative reforms

Hanoi has also developed interdisciplinary working mechanisms to ensure greater efficiency in cooperation among different departments and units in the city.

Hanoi continues to make significant gains in ongoing administrative reforms, seen as a critical political mission for this year.

The local authorities are looking to pick up the momentum where it let off last year, with its provincial competitiveness index (CPI) and the Public Administrative Reform Index (PAR) among the nation’s top 10 in 2021.

In addition, Hanoi also scored 87.11% in the 2021 Satisfaction Index of Public Administration Services (SIPAS), marking the fourth consecutive year that the city remained in the top-tier ranking. This included an 86% satisfaction rate in the overall performance of the state apparatus.

Meanwhile, the city has seen a jump of 39 ranks in the 2021 Provincial Governance and Public Administration Performance Index (PAPI) compared to the previous version, making it in the top 10 localities for the first time. Among the eight-sub criteria of PAPI, Hanoi led nationwide in the “E-Governance”, climbing 21 places.

In 2022, the city’s determination for further improvements in administrative reforms was reflected by its two conferences held by the Hanoi People’s Committee to discuss solutions in raising the quality of administrative works and the awareness among public staff in this regard.

The municipal People’s Committee also requested each agency and unit to provide recommendations on administrative reforms and received positive responses.

In Cau Giay District, the locality provided a one-stop-shop service for processing the issuance of business licenses and certificates of tax registration for individual and business households.

Districts such as Hoai Duc, Me Linh, and Gia Lam adopted the “Green Tuesday” pilot model for four public services, including operation suspension of business households, school transfer for middle-high school students, school transfer for primary-school students, and issuing reference letters to visit martyr’s tombs. 

These days, people's applications will be processed in 60 minutes, resulting in greater convenience for locals in terms of travel time and costs.

Authorities in Thanh Oai and Hoan Kiem District set up a community group of digital technologies to guide the locals on using online public services or smart techs. At the same time, Phu Xuyen District provided the “3 at home” models to help people on welfare realize their administrative procedures.

The move aims to cut short processing time and travel costs for businesses, and people, eventually leading to standardizing procedures in administrative works.

As of September 13, the entire administrative procedures under the city’s administration are 1,894, of which 1,535 are department-level, 252 districts, and 107 communes.

Since September 2022, the Office of the Hanoi People’s Committee has received over 1,000 recommendations related to administrative works via hotline number 0243.934.6034, and the email address of kiemsoatthutuchanhchinh@hanoi.gov.vn, the national public services portal, and Zalo app.

At the 9th session of the Hanoi People’s Council on September 12, the people's representation body approved a resolution on the delegation of some authorities in several socio-economic fields in the city to subordinate levels.

The move is a crucial solution to simplify the internal process of realizing administrative procedures.

Deputies of the Hanoi People’s Council said the resolution would help improve the local state apparatus's performance and the public staff's capability to push for more significant administrative reform and meet the city’s development demand.

Currently, the Hanoi People’s Committee has delegated powers to the Department of Natural Resources and Environment so the agency can be in charge of administrative procedures in the environment; and the Land Registration Office to issue land use rights certificates.

Total administrative procedures subject to delegation of authorities are 95, accounting for 5.04% of the total at the city- and district levels. It is expected to be 634 in the coming time, or 35.51% at the city- and district levels and 41.65% at city-level.
