Hanoi kicks off 90-day campaign to improve land records
The goal is to build and complete the city’s land database within 90 days.
THE HANOI TIMES — The Hanoi People’s Committee has launched a 90-day campaign aimed at cleaning and enriching the citywide land database, part of a nationwide effort to address shortcomings in land management running from September 1 to November 30.

The Hanoi Department of Agriculture and Environment will be in charge of the campaign.
With other agencies, the department will set up a city-level steering committee and a working group and prepare a detailed action plan before September 8, 2025.
Every ward and commune authority will establish their local steering committees to implement the campaign. Preparations must be completed by September 10, 2025.
They will also collect information on land-use certificates, housing ownership and identity cards of landowners whose data is not yet in the system. This task must finish by November 15, 2025.
The department is assigned to collaborate with the Hanoi Department of Culture and Sports and local authorities to raise public awareness about the campaign.
By September 15, 2025, the Hanoi Public Administrative Service Center, the Hanoi departments of Science and Technology and Agriculture and Environment, the Hanoi Tax Authority and local governments must complete sharing land data.
This integration will help process land-related administrative procedures and determine financial obligations for residents and businesses.
The Hanoi Department of Science and Technology is assigned to ensure the citywide land database is secure, prepare backup solutions and prevent service disruptions.
The Hanoi People’s Committee also requested cooperation from the Ministry of Public Security’s Administrative and Social Affairs Management Department, the General Department of Land Administration and the Department of Digital Transformation under the Ministry of Agriculture and Environment, and the Hanoi Department of Public Security.
These agencies are expected to provide guidance, assign representatives and coordinate with the city’s departments to ensure the campaign is completed on schedule.
