Hanoi fast-tracks three transport projects under emergency orders

Implementation progress on the three projects has been positive, contributing to eased traffic congestion and the successful organization of major political events in the city.

THE HANOI TIMES — Hanoi has issued emergency construction orders for three key transport projects to ease congestion and support major national events, with one completed, one technically opened and the remaining project due for completion in the fourth quarter of 2026.

The move comes as the city prepares to host major political and ceremonial events of the Party and the State, including the 80th anniversary of the August Revolution on August 19 and National Day on September 2. To ensure these events run smoothly, timely improvements to traffic and infrastructure were considered a priority.

Under these emergency orders, three projects were implemented. The first is the upgrading and widening of Hung Vuong Road, from Tran Phu Street to Nguyen Thai Hoc Street. The second involves improving infrastructure and reorganizing traffic in the Phap Van interchange area, Nuoc Ngam Bus Station, and Alley 15 Ngoc Hoi.

The third project is the construction of Ring Road 2.5, covering the sections from Dich Vong New Urban Area to streets of Duong Dinh Nghe, Vu Pham Ham to Tran Duy Hung, and Nguy Nhu Kon Tum to Nguyen Trai.

The Hung Vuong Road project, which costs VND12 billion (US$500,000), aims to ensure consistent traffic organization along the route and to meet defense, security and external relations requirements during major national events. It was put into operation in time to serve the major political and ceremonial events marking the 80th anniversary of the August Revolution and National Day.

The second project involves improving infrastructure and reorganizing traffic in the Phap Van interchange area, Nuoc Ngam Bus Station and Alley 15 Ngoc Hoi to enhance connectivity, reduce congestion and ensure traffic safety.

Located in Hoang Mai Ward, Hanoi, the project, with an estimated investment of VND19.5 billion (US$812,500), has reached about 70% completion. 

Meanwhile, the third project is the construction of Ring Road 2.5 along three sections, including Dich Vong New Urban Area to Duong Dinh Nghe, Vu Pham Ham to Tran Duy Hung and Nguy Nhu Kon Tum to Nguyen Trai to complete the urban transport network, attract investment, create a new urban landscape along the corridor and contribute to the capital’s socio-economic development in the modernization process.

The project is divided into three sections, costing more than VND8.4 trillion (US$350 million).

To implement this project, the Chairman of the Hanoi People’s Committee issued Decision No. 11/QD-UBND dated January 4, 2026, on the emergency construction order for the Ring Road 2.5 project along the three sections.

Investors in the component projects are currently conducting surveys, design work, technical planning and cost estimates. Local authorities are holding public meetings to disclose project information, carrying out preliminary surveys and inventories and coordinating with residents on the relocation of graves in line with customs and traditions before the 23rd day of the 12th lunar month.

At the same time, project owners are working with relevant agencies to define and separate work volumes to avoid overlap with other ongoing projects within the same investment scope. Detailed implementation plans are being prepared to ensure projects carried out under emergency orders stay on schedule.

The projects are expected to be completed in the fourth quarter of 2026, with construction set to begin immediately once site clearance conditions are met.
