Hanoi launches Humanitarian Month 2025 to boost public health and volunteerism
Mobilizing cross-sector cooperation for blood donation, first-aid training, and community care

The Hanoi People's Committee has planned an agenda for Humanitarian Month 2025 that will intensify charitable activities, digitize Red Cross activities, and expand public outreach throughout the capital. The directive follows the conclusions of Deputy Chairman Le Hong Son during a working meeting with the Hanoi Red Cross Society, as stated in Notification No. 221/TB-VP issued on April 19, 2025.
The Hanoi Red Cross Society, in coordination with the Department of Home Affairs, will submit a program of activities for the Humanitarian Month to the city government, including promoting digital transformation in the society's operations, especially in communication, blood donation mobilization, and public first aid training.
The city is also considering reorganizing three Red Cross affiliated centers: the Center for Assistance to War Victims, the Humanitarian Vocational Training Center in Dong Anh, and the Phu Dong Humanitarian Center. These structural adjustments will be guided by the Department of Home Affairs to ensure compliance with existing regulations.
The Department of Education and Training has been instructed to integrate first aid training and injury prevention into routine activities in primary, secondary and high schools throughout the city. It will also assist the Hanoi School for Hearing Impaired Children in studying a transition plan from a semi-public to a private model. In partnership with the Red Cross, the department will provide emergency care and safety training for school health officers, teachers, and students.
In terms of resource management, the Department of Finance is tasked with auditing the financial and asset use of the Hanoi School for Hearing Impaired Children starting in 2020. It will also help draft a resolution for the People's Council on funding mechanisms for organizations regularly entrusted with social service mandates, including a pilot project for contracting Red Cross operations.
Hanoi's Propaganda and Mass Mobilization Committee has been asked to enhance media cooperation by sharing stories about the city's humanitarian policies and achievements, showcasing the Red Cross' role in assisting people with disabilities, charity work and strengthening social welfare.
Humanitarian Month 2025 marks a strategic push to modernize volunteerism in Hanoi and strengthen the city's commitment to inclusive, community-centered development.
