Hanoi mayor calls for maximum compensation for Hoan Kiem residents

The city has assigned Dong Anh District People’s Committee to allocate approximately 100 hectares of land for resettlement to support this project and other key projects.

THE HANOI TIMES — Chairman of the Hanoi People's Committee Tran Sy Thanh has ordered the highest compensation mechanisms allowed by law for households affected by the renovation project on the eastern side of Hoan Kiem Lake.

It comes for the implementation of the planning and investment project for the renovation of the eastern area of Hoan Kiem Lake and the design and renovation of Dong Kinh Nghia Thuc Square in Hoan Kiem District.

It's stated that the renovation project of the eastern area of Hoan Kiem Lake, land clearance, and above-ground construction must be completed by September 2. Meanwhile, for the rehabilitation project of Dong Kinh Nghia Thuc Square, land clearance must be completed by April 30, and the construction of above-ground structures must also be concluded by September 2.

The Department of Planning and Architecture is responsible for coordinating with the Dong Anh District People's Committee to implement the detailed planning promptly to ensure sufficient resettlement land for the projects.

The Department of Agriculture and Environment, in cooperation with the Department of Construction and the Hoan Kiem District People's Committee, will advise the best compensation policy for the affected residents. Eligible households will be resettled in landed houses in Dong Anh District.

Temporary housing will be provided for residents awaiting resettlement, and resettlement apartments will be made available for purchase by those who do not qualify for land-based resettlement, ensuring their stability while evacuated.

The study of the spatial organization of Dong Kinh Nghia Thuc Square will carefully consider aspects such as entrances and exits to the underground area, traffic and landscaping design for surrounding structures, placement of the main stage and grandstand, positioning of the "light tower", arrangement of trees (with appropriate solutions for heritage trees), and lighting plans.

The Hoan Kiem District People's Committee is tasked with developing a master plan along with a separate urban design plan (based on proposed architectural and spatial solutions) as a basis for implementing the renovation, rehabilitation, and redevelopment of the Dong Kinh Nghia Thuc Square per regulations. During this process, consultations with the City Architecture Council and feedback from relevant organizations, individuals, and local communities must be obtained.

The chairman has also assigned the Department of Finance to guide the Hoan Kiem District People’s Committee in proposing an investment plan. This includes incorporating the project into the medium-term public investment budget, and phasing the investment in two stages: Stage 1 will focus on land clearing and construction of above-ground structures for the plaza, while Stage 2 will involve the development of underground facilities.
