Hanoi moves early to rein in corruption and waste in 2026

Hanoi will step up inspections and supervision from the very start of 2026, targeting waste prevention and corruption risks early as city leaders seek to strengthen discipline and improve the efficiency of public resources.

THE HANOI TIMES — Hanoi will step up inspections, supervision, audits and social oversight to curb waste and misconduct from the very start of 2026, according to Hanoi Party Secretary Nguyen Duy Ngoc.

The move is part of a package of 10 key task groups set for 2026, outlined by Ngoc, who also serves as Head of the Hanoi Party Committee’s Steering Board for the Prevention and Control of Corruption, Wastefulness and Negative Phenomena, as the city intensifies efforts to strengthen discipline and integrity.

Speaking at a review meeting of the city’s 2025 performance and the rollout of tasks for 2026 on January 7, Ngoc said Hanoi would use resources more efficiently to support socio-economic development, particularly in public asset management, land, minerals and digital transformation.

"A priority in 2026 will be resolving delayed cases and unimplemented inspection conclusions, with clear roadmaps and solutions to ensure final settlement," said Ngoc.

The Steering Board will also scrutinize off-budget and state-funded projects showing slow progress or signs of waste and misconduct."

On land management, the Hanoi Party Secretary said the city will continue reviewing and handling land law violations in line with Politburo conclusions. Hanoi will arrange offices and public properties and manage state-owned housing funds efficiently after administrative restructuring to avoid waste.

New corruption, waste and misconduct cases will be detected early and handled strictly, while investigations and proceedings will be accelerated for five cases currently under the Steering Board’s direct supervision, Ngoc said.

Relevant agencies will continue reviewing and placing serious and complex cases that attract strong public attention under close monitoring and direction, he added.

“The Steering Board requires strict implementation of inspection conclusions issued by the Central Steering Board under approved plans," said Ngoc.

We will strengthen communication, education and integrity culture building and expand digital transformation in Steering Board operations and in receiving reports and denunciations related to corruption and waste."

Reports from the Steering Board showed that assigned tasks and key work programs were executed in a comprehensive manner during 2025.

As a result, the board directed and implemented many important anti-corruption and anti-waste measures, achieving clear progress across eight major areas.

The board implemented Party guidelines and State laws, with particular attention to directives and conclusions issued by Party General Secretary To Lam, Head of the Central Steering Committee for the Prevention and Control of Corruption, Wastefulness and Negative Phenomena.

At the same time, the committee advised on reviews of anti-corruption and anti-waste work during the 13th National Party Congress term and the city’s 17th Party Congress term.

It also summarized 10 years of implementing Politburo Directive No. 50 and reviewed the Hanoi Party Committee’s Program No. 10 for the 2021-2025 period.

The Steering Board directed stronger investigations, prosecutions and trials of corruption and misconduct cases, especially serious and complex cases of public concern and those under city-level supervision.

In 2025, the city’s two-level judicial agencies handled 219 cases involving 460 defendants, prosecuted 113 cases with 189 defendants and conducted first-instance trials for 98 cases involving 163 defendants related to corruption and misconduct. The Steering Board placed one case under direct supervision, resolved 20 of 25 monitored cases and continues to oversee five cases.

Inspection, supervision and audit work intensified in sectors and areas prone to corruption and misconduct. Authorities acted early to prevent violations and blocked attempts to exploit administrative restructuring to commit wrongdoing.

The Steering Board also directed reviews and handling of delayed and inefficient projects that risk losses and waste. It oversaw the review and management of public housing and assets during administrative streamlining to ensure transparency and effective use.

Authorities expanded communication and legal education on corruption and waste prevention, strengthened the role of the Fatherland Front agencies, the media and the public and disclosed inspection and case-handling results for serious and complex cases of public concern.

The Steering Board approved its 2026 work program and assigned its Standing Body to finalize the document for official issuance in line with regulations.
