Hanoi moves to strengthen urban order and civility

These include expanding public communication efforts, reorganizing and upgrading streets and sidewalks, maintaining a clean and orderly urban environment and carrying out strict inspections to address violations.

THE HANOI TIMES — The Hanoi People’s Committee issued Plan 332 on December 10 to address bottlenecks in urban order, while ensuring disciplined and civilized governance in all communes and wards.

The plan directs the city to concentrate resources, mobilize the entire political system and resolve long-standing obstacles with the goal of achieving full compliance across all localities.

The initiative seeks to create visible improvements in the cityscape, shift outdated habits and raise the quality of life for residents.

It also reinforces Hanoi’s aim to build an orderly, clean, safe and modern capital. Guided by the principle of focusing on solutions rather than difficulties, the plan assigns clear roles and responsibilities to each unit and inspection force, ensuring that duties and jurisdictions are well defined.

The work is to be carried out consistently without interruption to meet the set targets and timelines.

The plan identifies four main bottlenecks: legal and management issues, infrastructure gaps, limited public compliance and social welfare challenges, and weak coordination mechanisms at the local level. It also sets out criteria for maintaining urban order, discipline and civility.

The city outlines both immediate and long-term measures. These include stronger public communication, reorganizing and upgrading streets and sidewalks, keeping the urban environment clean and orderly and conducting strict inspections to eliminate violations.

Working groups at each level will be formed to supervise and guide implementation in their assigned areas.

The short-term roadmap runs through the first quarter of 2026 in three phases. Phase one focuses on baseline surveys, communication and initial reorganization to be completed by December 31 2025.

Phase two centers on comprehensive inspections and enforcement, to conclude by January 30 2026. Phase three involves regular prevention efforts to stop violations from recurring.

Long-term measures will be implemented from 2026 to 2027. Agencies must submit their detailed plans to the city by December 10, 2025.

At 7 AM on December 13, 2025, all units will simultaneously begin citywide actions to reinforce urban order and discipline.

Any locality that allows violations to persist without effective resolution will place its commune or ward chair fully accountable to the Chairman of the Hanoi People’s Committee.
