Hanoi pledges strong implementation of 14th Party Congress resolution

Policy success must be judged not by slogans or reports but by tangible changes felt by residents and businesses.

THE HANOI TIMES  Hanoi has committed to implementing the Resolution of the 14th National Party Congress to the highest standards, while moving ahead to set benchmarks, build momentum and contribute substantively to national development, said Vice Secretary of the Hanoi Party Committee Nguyen Van Phong on February 7.

Phong made the statement at a city-level conference following the national conference on studying and implementing the Resolution, which was broadcast live to more than 1,600 sites across the city, drawing over 1.6 million officials and Party members.

According to the vice secretary, the 14th National Party Congress is a major political event that opens a new phase of national development in a new era.

In that context, Hanoi has defined its role beyond implementing central policies, positioning itself as a leading city expected to set standards and generate positive spillover effects nationwide.

As the country’s political and administrative center, Hanoi has been entrusted with long-term strategic responsibilities that demand higher discipline, urgency and effectiveness, Phong said.

For this reason, the Hanoi Party Committee has identified the study and implementation of its Action Program for the 14th Party Congress Resolution as a core political task.

“The work must be proactive and decisive from the start of the new term to ensure unity in awareness and action across the entire political system,” Phong said.

He said the action program draws on documents adopted at the 14th National Party Congress, key central resolutions and Hanoi’s practical development needs.

The approach maintains continuity with previous programs while strengthening coherence, integration and effectiveness.

In recent years, Hanoi has carried out extensive work through a series of strategic initiatives.

These include proposing a new central resolution on capital development, amending the Capital Law, drafting a long-term Capital Master Plan, restructuring the growth model, accelerating infrastructure investment and advancing comprehensive digital transformation.

The city has also addressed major development bottlenecks, including administrative procedures, urban infrastructure constraints and institutional coordination.

These experiences have been incorporated into the new action program and form a solid foundation for the next development phase, Phong said.

A core requirement of the program is translating the Resolution into concrete, measurable outcomes.

Progress will be reviewed monthly, quarterly and annually to deliver tangible improvements for residents and businesses, he said.

Responsibilities are clearly assigned, with defined tasks, timelines and expected results. Each task has a focal point to ensure accountability and prevent delays.

The action program adopts a long-term vision, breakthrough thinking and a strong action-oriented approach. It builds on previous programs while expanding scope and depth to meet new development demands.

One notable adjustment is the restructuring of key task groups. The program increases the number of major task clusters, with stronger emphasis on social cohesion, public trust and administrative reform.

Other task areas have been upgraded to meet requirements for faster execution, higher efficiency and closer alignment with national priorities.

The program also establishes a system of socio-economic and institutional indicators for 2026-2030, alongside a detailed list of priority tasks, projects and major works.

Targets exceed the national average, reflecting Hanoi’s role as a pioneer and growth driver, Phong said.

Looking ahead, the program sets strategic priorities including innovation-led growth, science and technology development, digital transformation, greener urban planning, stronger global connectivity and Hanoi’s role as a testing ground for new policies and models.

Phong said the unifying principle is strict discipline, effective execution and results-based evaluation, with public satisfaction, trust and quality of life as the highest benchmarks.

Implementation responsibilities are assigned across Party committees, People’s Councils, People’s Committees and the Vietnam Fatherland Front, with a focus on accountability, monitoring and resource alignment.

“With resolute action and strong coordination, Hanoi is determined to turn the Resolution of the 14th National Party Congress into lasting development outcomes for the capital and the country,” Phong said.

Proactive and pioneering spirit

Addressing the conference, Hanoi Party Secretary Nguyen Duy Ngoc said the capital’s Party organization will remain proactive, pioneering and exemplary in translating the 14th Party Congress’s resolutions into practice quickly and effectively.

To accelerate implementation, Ngoc urged the city’s Party Executive Committee and the entire political system to develop concrete plans and action programs, uphold political resolve and promote a proactive mindset with clear accountability.

He said Hanoi must lead in realizing the Congress’s two 100-year goals and turn national aspirations for prosperity into visible results for citizens nationwide.

Ngoc called for decisive efforts to advance three strategic breakthroughs: institutions, planning and a new development model, aimed at unlocking development space, mobilizing social resources and building high-quality productive forces.

Authorities must deliver comprehensive results across key sectors, with economic growth of at least 11% during the 2026-2031 term. Science, technology, innovation, digital transformation and high-quality human resources must serve as core growth drivers.

Ngoc said the action program must be implemented immediately, comprehensively and coherently, with clear priorities and phased breakthroughs aligned with Hanoi’s realities and national objectives.

He urged Party committees at all levels to translate the program into specific plans, reform leadership methods and build a modern governance model featuring a digital Party organization, a facilitative government, pioneering enterprises and social consensus.

Ngoc emphasized the responsibility of leaders to set examples, act decisively and assign tasks clearly under the “five clarities” principle, with consistent execution throughout.

The program must align with preparations for the 16th National Assembly elections and the 2026-2031 People’s Council elections, with public and business satisfaction as the ultimate measure of effectiveness.

Ngoc urged Party organizations, authorities and officials to lead in innovation, take on difficult and unprecedented tasks and build trust and momentum across society.

He said the political system must unify awareness and action, define responsibilities clearly and commit to concrete solutions with clear timelines and measurable outcomes.

Immediate priorities, key breakthroughs and practical actions must translate into results that support the capital’s development goals in the new period.

Ngoc said the guiding principle is clear: whatever benefits the people and the capital must be pursued decisively and thoroughly.

He said these efforts will contribute meaningfully to achieving the goals of the 14th Party Congress and meeting the expectations of the Central Government and the public.
