Hanoi promotes wider use of e-invoices
The authorities aim to raise awareness among citizens and businesses about the benefits of e-invoices and improve tax compliance.

This city's move was made in response to Prime Minister Directive No. 88/CD-TTg issued on June 12, 2025, which calls for the strengthening of the management and use of electronic invoices generated from point-of-sale (POS) systems to enhance tax administration for retail and online service activities.
The Tax Department of Region I leads the mission by disseminating policies and regulations and applying new technologies to business households and individual entrepreneurs.
The move aims to promote the use of electronic invoices, especially those issued directly from POS systems.
The Tax Department of Region I has also been assigned to strengthen coordination and data sharing with other departments, sectors, and local authorities, categorizing businesses that are subject to the mandatory use of e-invoices from POS systems, particularly for the sale of goods and services directly to consumers. The goal is to ensure accurate, sufficient, and timely tax collection for the state budget.
Tax Department Region I should work closely with software providers and businesses to propose solutions, such as offering free software and providing financial support for the initial rollout. These solutions should target small, micro, and household businesses to deliver practical and effective support.
The directive emphasizes stricter inspections, supervision, and enforcement of violations related to e-invoices, especially those generated from POS systems at retail businesses.
Tax management will increasingly be based on taxpayer cash flow through data sharing with relevant agencies and organizations while ensuring the security of taxpayer data in accordance with legal regulations.
Meanwhile, the Department of Industry and Trade must instruct retail businesses and distribution systems, particularly fuel retailers, to strictly comply with fuel trading regulations and e-invoice issuance via POS systems for each transaction.
Commune and ward-level people’s committees are tasked with directing functional departments to coordinate with tax authorities in disseminating legal information to businesses, households, and individuals; identify businesses required to use POS-based e-invoices, especially direct-to-consumer retailers; and recommend solutions to accelerate the transition to POS-generated e-invoicing among taxpayers.
