Hanoi runs 'Digital Literacy for All' campaign in every village and neighborhood

The drive empowers citizens with digital skills as part of a citywide, grassroots digital transformation effort.

THE HANOI TIMES — Hanoi has launched a comprehensive campaign to bring digital literacy to every corner of the city, from urban neighborhoods to rural villages, in line with the national digital transformation strategy. The initiative follows Plan No. 05-KH/BCĐ57, signed on April 22, 2025 by Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong on behalf of the city's Steering Committee for Science, Technology, Innovation and Digital Transformation.

The campaign, titled "Digital Literacy for All" is the materialization of Resolution No. 57-NQ/TW issued by the Politburo in December 2024, and aims to unify awareness and action across all levels of government and society. Its goal is to provide all citizens with basic digital knowledge and skills so that no one is left behind in the digital age.

It emphasizes inclusive, revolutionary outreach, ensuring that every resident, regardless of age, education, or location, is equipped to operate digital platforms, access online public services, and benefit from scientific and technological innovation. It encourages self-directed learning and skills development while promoting a culture of lifelong digital literacy.

The movement calls on city government officials, party members, and community leaders to lead by example in adopting and promoting digital literacy. It promotes a mindset shift in which learning and applying digital skills becomes a self-motivated daily practice for Hanoi residents.

Authorities are tasked with implementing the campaign through scientific, flexible, and localized approaches that reflect Hanoi's diverse socio-economic realities. A broad coalition of stakeholders, from social and political organizations to universities, businesses, and technology providers, will work together to build a diverse digital learning ecosystem.

Advanced technologies such as artificial intelligence and online learning platforms will be used to ensure accessibility for all groups, especially vulnerable populations and residents in remote areas. Data and information security will remain central throughout the rollout.

The plan highlights five core tasks, including broad public communication to change perceptions, create an enabling policy framework, and remove barriers to participation. At its core, the campaign places citizens and businesses not only at the center, but also as the driving force behind Hanoi's digital transformation.
