Hanoi seeks to build more underground parking garages
The approach aims to enhance the efficiency of public investment and avoid waste of state assets.
THE HANOI TIMES — The Hanoi People’s Council has requested that the municipal government study investment options for building underground parking facilities beneath public parks and green spaces.

The recommendation comes as local authorities oversee the renovation and development of 44 parks and gardens citywide, of which 25 are in operation, 16 are under construction, and three have yet to break ground.
Of the six new parks under development, Chu Van An Memorial Park has received investment approval.
The Department of Construction has taken over management and maintenance of the lake infrastructure at the CV1 Lake Park. However, updates on the technical infrastructure and access routes around the park have yet to be made available.
In the Tay Nam Hanoi Urban Area, land clearance has been completed for the first phase of the park, and construction of the lake is ongoing.
The Kim Quy Cultural, Tourism, and Recreation Park has received approval of the investment policy and adjustments to the detailed zoning plan and land pricing.
At Phung Khoang Lake Park, 112,247 square meters have been cleared, leaving 1,677 square meters pending.
The architectural design for the Ha Dong Park has been selected. The investor is preparing a feasibility study for the project.
Based on these findings, the Hanoi People’s Committee has been recommended to review green space, park, and water body planning across Hanoi through 2030, with a vision to 2050.
The committee also recommended updating the list of parks and gardens during the development of subzoning plans (1:2,000 scale) and detailed plans (1:500 scale). Inappropriate or outdated park projects should be removed from the planning framework.
Furthermore, efforts should be made to expedite projects with approved investment policies, such as the Thong Nhat, Bach Thao, and Thu Le parks, as well as the planned Thanh Cong, Giang Vo, and Thanh Nien projects. Specific issues affecting projects such as Chu Van An Park, Tay Nam Hanoi Urban Area Park, Ha Dong Recreational Park, and Kim Quy Park must be identified and resolved.
Relevant agencies should evaluate investment plans for underground parking at appropriate parks and gardens to ensure the efficient use of public resources.
Local authorities and departments must coordinate closely with project developers to resolve issues related to planning, investment, land use, financial obligations, and land clearance.
People’s Committees at the communal and ward levels must allocate resources to expedite land clearance to enable the timely implementation of planned park and garden projects in accordance with Plan No. 322/KH-UBND.
