Hanoi sets sights on turning Party Congress vision into reality
Hanoi Vice Chairman Nguyen Manh Quyen reaffirmed the city’s determination to fulfill the goals set by the 18th Party Congress, emphasizing innovation, strong coordination and the early implementation of resolutions to build a modern, civilized and happy capital.
THE HANOI TIMES — Hanoi will persistently follow each stage’s objectives, translate every component of its action program into reality and fulfill the targets and tasks set out in the city’s 18th Party Congress Resolution for the 2025–2030 term, said Vice Chairman of the municipal People’s Committee Nguyen Manh Quyen.
Quyen was speaking at the seminar “Turning Hanoi’s Vision into Reality: Building a Modern, Civilized, Happy Capital with Breakthrough Development in the New Era,” jointly held by Kinh te & Do thi (Economic & Urban) Newspaper, Tay Ho Ward and the Hanoi Center for Communication, Data and Digital Technology in Hanoi on October 22.
Quyen stressed that the 18th Party Congress, held from October 15 to 17, was not only a political milestone but also a clear roadmap for Hanoi’s transformation in the decade ahead.

“The congress reaffirmed the determination of the city’s Party Committee, government, and people to build a capital that contributes strongly to Vietnam’s growth vision by 2030 and toward 2045,” said Quyen.
According to him, the congress concluded successfully, translating the seven key tasks outlined by Party General Secretary To Lam into the city’s Resolution and Action Program.
Delegates adopted four key indicator groups with 43 specific targets across the economy, society, urban management, environment, and Party building, creating a blueprint for Hanoi’s next leap forward.
The targets include an average annual GRDP growth rate of at least 11% during 2026–2030, a per capita GRDP of US$12,000, the digital economy contributing 40% of GRDP, the cultural industry accounting for about 8% and total social investment reaching VND5 quadrillion (US$190 billion).
The congress also identified three breakthrough pillars, including institutional reform, high-quality human resources, and modern, smart infrastructure, along with ten major tasks and solutions for 2025–2030 and beyond. In a new approach, the Party Committee drafted its Action Program immediately during the congress to ensure the resolution moves from paper to practice without delay.
“This is a new feature of this congress, showing the city’s strong determination to bring the Resolution to life immediately after approval, in line with the Party Central Committee’s guidance,” said Quyen, calling on experts and scientists to contribute their insights to help shape Hanoi’s path toward a prosperous and happy future.
At the seminar, speakers discussed the foundations, resources and driving forces for Hanoi to move forward confidently in the new era. They also proposed solutions for breakthrough issues in building and developing a modern, civilized and happy capital as defined in the 18th Congress Resolution.

Prof. Dr. Ta Ngoc Tan, Standing Vice Chairman of the Central Theoretical Council, said the 17th and 18th Party Congresses of the Hanoi Party Committee clearly defined the city’s development vision as a “Cultured, Civilized and Modern Capital,” aiming for both progress and happiness.
He emphasized that this is both a great aspiration and a demanding political task requiring the synchronized and creative participation of the entire political system and citizens.
He noted that Hanoi’s development in the new context must be built on cultural values, knowledge and strong political will. “Happiness is not only a goal but a measure of development, the result of creating a humane city that puts people at the center, values fairness and promotes creativity,” he said.
Prof. Dr. Phung Huu Phu, former Standing Vice Chairman of the Central Theoretical Council, said Hanoi must continue to uphold its leading role nationwide while deeply understanding that developing the capital is the shared responsibility of the entire political system.
He stressed the need to build “a truly clean, strong and exemplary Party Committee,” calling it the decisive condition for achieving the city’s major goals.
Dr. Nguyen Duc Kien, former Deputy Chairman of the National Assembly’s Economic Committee, said special mechanisms and policies granted by the National Assembly will only be effective if Hanoi has a flexible, dynamic and transparent administration. “Rapid but unsustainable growth will create long-term consequences. The city must stay firm on the goal of balanced development across the economy, culture, society and environment,” he said.
