Hanoi sets strategic vision for Biotech Hi-tech Park development

Hanoi is accelerating efforts to establish the Biotech Hi-tech Park as a regional leader in biotechnology, aiming to compete with top innovation hubs across Southeast Asia.

The Hanoi Times — Hanoi is moving forward with plans to establish the Biotech High-tech Park after Deputy Prime Minister Nguyen Chi Dung issued Decision No. 607/QD-TTg, formalizing the legal framework for its operation on March 15.

The park, which covers 199 hectares in Bac Tu Liem District, will serve as a center for biotechnology research, development, and production. It is designed to attract global biotech companies, stimulate domestic innovation, and facilitate technology transfer to Vietnamese enterprises. Officials envision the park as a catalyst for technological advancement, ensuring that Vietnam remains at the forefront of biomedical research, agricultural biotechnology, and pharmaceutical production.

A key component of the project is the integration of modern urban planning standards to create a smart, sustainable ecosystem. The park’s infrastructure will be developed with intelligent management systems, environmentally friendly solutions, and high-tech facilities that meet international standards. These enhancements align with Hanoi’s broader urban modernization strategy, which seeks to develop innovation-driven industries while ensuring green growth and economic sustainability.

The Hanoi People's Committee will oversee the project and ensure compliance with national development goals and legal frameworks. The city will provide investment incentives, including tax breaks and streamlined administrative procedures, to attract biotech companies and research institutions. Investors will also benefit from favorable land use policies as outlined in Decree No. 10/2024/ND-CP, which allows enterprises to lease land and sublease infrastructure within the park.

The Hanoi Biotech High-Tech Park is poised to become a key driver in Vietnam’s high-tech industrialization, with a focus on biopharmaceuticals, agricultural technology, and environmental biotechnology. By fostering a collaborative ecosystem of researchers, start-ups, and multinational companies, the park aims to strengthen domestic supply chains and reduce the country’s reliance on imported biotechnology products.

Hanoi authorities have also emphasized the spillover effects of this project, with plans to develop educational partnerships, workforce training programs, and industry-academic collaborations. These initiatives will equip local scientists and engineers with cutting-edge expertise and strengthen Vietnam's competitiveness in the global biotechnology sector.

With the regulatory framework now in place, Hanoi is moving forward with infrastructure development and investor recruitment, positioning the Biotech High-tech Park as a flagship initiative in the country's long-term strategy for scientific and technological advancement.
