Hanoi streamlines public services to ease burden on citizens

Hanoi is accelerating its comprehensive digital transformation to enhance public services.

THE HANOI TIMES — Hanoi has urged its agencies to ensure smooth handling of administrative procedures and avoid adding more paperwork, time, and cost for citizens.

The Hanoi People’s Committee has made its instructions on how administrative procedures should be carried out following the reorganization of local government units.

“All departments must ensure administrative procedures are carried out without disruption. Citizens and businesses should not be required to resubmit documents they have already filed or repeat procedures they have already completed,” said the committee’s document.

The Hanoi People’s Committee has ordered all agencies to review the list of administrative procedures under their remit.

Departments must ensure quality control over draft decisions and promptly publish administrative procedures in accordance with regulations.

In addition, departments must restructure and streamline processes and deliver 100% of public services online via the National Public Service Portal. This ensures that public services are provided to all residents of the city, regardless of their place of residence.

The Hanoi Public Administrative Service Center is responsible for maintaining the prompt and uninterrupted handling of administrative procedures. No additional requirements, conditions, or costs may be imposed during the transition period.

The center must oversee document transfers and approve electronic workflows for updated procedures, which will be published on the city’s administrative platform.

Meanwhile, grassroots authorities must coordinate with the relevant departments and the city’s Administrative Service Center to process all applications received before June 30, 2025, ensuring there are no service disruptions.
