Hanoi to complete inspections of all old apartment buildings by year end

Hanoi accelerates inspection and planning for old apartment buildings, aiming to complete safety checks and redevelopment schemes by late 2025.

THE HANOI TIMES — Hanoi authorities plan to finish inspections of all old apartment buildings citywide before Q4/2025 as the city seeks to accelerate renovation efforts.

In a directive issued this week, the city prioritized drafting and approving detailed plans, master layouts and consolidation schemes for apartment complexes.

Local authorities aim to complete these tasks in urban wards such as Dong Da, Ba Dinh, Hai Ba Trung, Giang Vo, Bach Mai, Kim Lien, Hoan Kiem, Thanh Xuan, and Hoang Mai by the end of Q3/2025. Other wards will finish by Q4/2025.

The Department of Planning and Architecture will oversee plan studies and approvals, while the Department of Construction and ward authorities will conduct inspections and quality assessments. Findings will be reviewed by the Appraisal Council before Q4/2025

At the same time, the department will develop mechanisms for state investment in infrastructure outside project boundaries and propose new guidelines to cut administrative procedures by at least 30% to attract investors.

The directive also requires monitoring and promptly handling severely deteriorated buildings requiring demolition, selecting investors, site clearance, and other tasks assigned by the municipal Party Committee and People’s Council to speed up progress.

Hanoi has nearly 1,600 old apartment buildings, most built between 1960 and 1992.

Since the renovation program began in 2005, results have been limited, with only about 2% of projects completed. This highlights both the challenges and the city’s determination to move forward in the coming period.
