Hanoi to launch 15-day data drive to better oversee investment projects
Hanoi has begun a short, intensive campaign to clean up and standardize investment data as it prepares to operate under a new two-tier local government model.
THE HANOI TIMES — Hanoi plans to carry out a 15-day campaign to standardize data and strengthen oversight of citywide investment projects, aiming to ensure system stability, data accuracy and readiness for the two-tier local government model.

Scheduled to take place this year, the campaign will focus on reviewing, updating and standardizing data on the city’s Investment Project Information Management System to ensure smooth operation and meet practical management needs.
At the same time, the city is expanding the use of information technology to improve the inspection, monitoring and aggregation of investment project data across the capital.
Authorities want all project information to remain accurate, complete, clean and up to date, providing a reliable basis for decision-making by the Hanoi People’s Committee, city departments and ward- and commune-level administrations.
The campaign will be applied to all city departments and agencies, local People’s Committees and project investors, including public project management boards and private and institutional investors operating in Hanoi.
The data review covers all investment projects, regardless of funding source, including state budget projects, non-budget capital, official development assistance and public-private partnerships.
Units must update information throughout the entire project lifecycle, from preparation and policy approval to appraisal, implementation, disbursement, reporting, monitoring and evaluation.
The Hanoi Department of Finance acts as the focal agency, responsible for tracking progress, consolidating results and reporting to city leaders.
The department will press relevant units to update data within their mandates and coordinate with consultants and agencies to refine the system to match the new governance model.
It will also convert and synchronize all reviewed project data according to an approved data catalog and link the system with State Treasury Region I and other agencies to share information on capital plans, disbursement, supervision and evaluation.
Meanwhile, city agencies and local authorities must review, clean, enrich and standardize project data under their control, ensuring updates reflect each stage of implementation.
Authorities stress strict compliance with data update procedures, continuous maintenance across the project lifecycle and full adherence to information security and confidentiality rules.
City leaders view the campaign as a key step in improving public administration and investment management through digital transformation.
By securing standardized, real-time data, Hanoi aims to reduce overlaps, improve coordination among agencies and support faster and more effective policy decisions.
The campaign aligns with the Politburo’s Resolution No. 57-NQ/TW of December 22, 2024, which promotes breakthroughs in science, technology, innovation and national digital transformation and seeks to strengthen the foundations of modern, transparent governance.
