Hanoi to partner with Chongqing to develop metro lines

In June, Hanoi and Chongqing signed a memorandum of understanding (MoU) on urban planning and transportation cooperation.

THE HANOI TIMES – Hanoi is seeking closer cooperation with Chongqing, China, in developing its urban rail network as the city aims to complete 15 metro lines by 2035.

Vice Chairman of the Hanoi People’s Committee Duong Duc Tuan shared the proposal during a meeting on July 16 with a visiting delegation from the Chongqing Assets Supervision and Administration Commission, led by Director Zhang Jinghua.

“We hope that Chongqing will help build monorail lines along both sides of the Red River, similar to Chongqing’s system along the Yangtze River,” said Tuan.

The proposals build on a memorandum of understanding signed in June 2025 between the Hanoi Urban Railway Management Board and the Chongqing Urban Transport Investment and Development Group Company.

Zhang Jinghua welcomed the Tuan's proposal, noting that stronger ties between cities like Hanoi and Chongqing align with the spirit of Vietnam–China cooperation and shared development goals. He said that Chongqing companies have extensive experience in urban development and are ready to support Hanoi’s future rail and infrastructure projects.

Chongqing’s urban transport authorities also expressed interest in contributing to the capital’s growth in the near future.

Both sides agreed that there is significant potential for cooperation in tourism, agriculture, transportation, and logistics.

Tuan called for the swift implementation of the cooperation plans outlined in the signed MoU and reiterated that the Hanoi government will provide full support for future joint efforts.

In 2024, Hanoi accelerated efforts to finalize key policy frameworks for urban development. The revised Capital Law, the Hanoi Master Plan for 2021–2030 with a vision to 2050, and adjustments to the city's general planning through 2045 with a vision to 2065 have all been approved.

“These legal foundations are essential for potential investors exploring partnership opportunities with Hanoi,” said Tuan.

Chongqing, a municipality in southwestern China, was established on March 14, 1997. It has a long history and plays a key role in the region's economy, culture, and transportation. The city has developed an extensive urban rail system comprising 14 lines spanning 575 kilometers. The network serves an average of 4.4 million passengers per day and has recorded more than 10 billion cumulative trips to date.
