Hanoi should mobilize the necessary resources to ensure the timely and high-quality completion of capital planning for 2021-2030, with a vision of 2050.

Chairman of the Hanoi People's Committee Tran Sy Thanh made the remarks during a meeting with the Hanoi Institute for Socio-Economic Development Studies (HISEDS) - the city's main coordinator for planning - on April 12.
According to HISEDS Chairman Le Ngoc Anh, the agency has made positive progress in developing the plan, including coordinating with the city's Capital Planning Task Force to invite leading experts in macroeconomics and culture to play an advisory role.
Anh added that HISEDS has also completed cost estimates for the process and shared planning experiences with other provinces and cities. With the city's approval of the bidding scheme to select a capital planning consultancy, Anh proposed that the contract be signed in May after bid evaluations are completed by the end of April.
He said that after the consultant selection process is completed, HISEDS will conduct detailed work with the city's departments, units and districts for their respective roles in the planning.
"The workload is significant for the plan to be submitted to the National Assembly in October, which requires smooth and effective cooperation among various city agencies," Anh said.
Completing capital planning a priority
At the meeting, Tran Sy Thanh, Chairman of the City People's Committee, reaffirmed the important role of HISEDS in contributing to Hanoi's socio-economic development, especially in providing counter-arguments for policies related to Hanoi and the entire capital region.
He expected the Institute to continue to serve as the city's focal point for receiving opinions from domestic and foreign experts to serve Hanoi's rapid and sustainable development.
"For the immediate future, completing the capital planning for 2021-2030 with a vision to 2050 would be a key task as it sets the vision for Hanoi's long-term development," Thanh urged.
The forthcoming plan would include a comprehensive analysis and forecast based on Hanoi's specific characteristics, evaluating the current status of socio-economic development, land resource utilization, urban and rural structures, and the necessary factors to improve connectivity between Hanoi and other provinces/cities in the capital region.
Once completed, it would serve as an essential legal basis for Hanoi's authorities to formulate and direct policies, providing a significant impetus for development.
This is particularly important as the city aims to lead the nation's industrialization and modernization by 2030, with a vision for 2045.
