Hanoi two-tiered government tightens land and construction oversight  

The mayor of Hanoi called for stronger management of sensitive areas, such as land, construction, and urban order, and for strict handling of violations.

THE HANOI TIMES — Hanoi's two-tiered local government system will not lose sight of land management and construction order. This determination is among the key priorities of the city's two-tier local government model.

To prevent disruption when adopting the new government structure, Chairman of the Hanoi People’s Committee, Tran Sy Thanh, requested that the chairpersons of the commune and ward-level People's Committees assign duties, establish working regulations, and define responsibilities for the organizations and individuals involved in task implementation.

At the same time, communes and wards are responsible for ensuring the effective execution of decentralization regulations, resolving obstacles, and reporting issues beyond their authority to the city-level People's Committee.

The city’s mayor called for stronger management of land, construction, and urban order, strict handling of violations, and timely, lawful implementation of land recovery, resettlement, and infrastructure tasks for key projects.

Departments, including Construction, Finance, Planning and Architecture, Agriculture and Environment, and Industry and Trade, must coordinate closely with commune and ward-level authorities to execute tasks according to their delegated responsibilities. These departments must also review and advise the city on specific decentralization matters and submit reports by July 15, 2025.

Departments and sectors are urged to enhance inspections and provide guidance to commune-level authorities to ensure clarity of responsibilities and minimize errors during the system's initial operation phase. Special attention should be given to key technical functions.

As an example, the Department of Construction must guide the appraisal of construction investment projects carried out by commune-level authorities, by Decree 140/2025/ND-CP, and guide the management of construction and urban order.

The Department of Planning and Architecture is responsible for guiding the preparation, adjustment, and approval of urban and rural planning, as well as the Capital Master Plan through 2045 with a vision to 2065, as implemented by commune-level authorities.
