Hanoi works to reduce urban unemployment to below 3% by end of 2025

Hanoi aims to secure job placement for 169,000 people, achieve an urban unemployment rate of under 3%, and implement stronger labor market reforms in the second half of 2025.

THE HANOI TIMES — Hanoi aims to create 169,000 jobs and bring urban unemployment below 3% in the second half of 2025 as part of efforts to ensure a GRDP growth rate of at least 8% this year.

The move also contributes to establish a modern, efficient labor market that utilizes human resources, while connecting with domestic and international labor markets

Accordingly, Hanoi will roll out six key solutions, focusing on improving access to job information, upgrading the city’s job portal and labor data systems, and strengthening legal frameworks, particularly for those affected by administrative restructuring.

To attract high-tech investment, the city will streamline procedures, expand access to preferential loans via digital platforms such as iHanoi, and promote job counseling, job fairs, labor export, and stronger worker protections.

The Department of Home Affairs has been tasked with guiding the implementation of these measures at the local level.

The city's 126 communes and wards must develop detailed action plans and allocate appropriate funding for this undertaking.
