Map of the reorganization of commune-level administrative units in Hanoi

THE HANOI TIMES ─ Hanoi has officially unveiled a comprehensive map detailing the reorganization of the city’s commune-level administrative units.

The move marks a key milestone in implementing a resolution by the National Assembly Standing Committee to restructure local government under a two-tier system: provincial and commune/ward levels.

Under the plan, all 30 districts, towns, and rural areas across the capital have finalized their restructuring schemes, reducing the number of commune-level units from 526 to just 126.

Along with the map, the city announced the appointment of 375 key officials to lead the newly formed units. The map clearly outlines the new administrative boundaries, local government centers, major transport routes, and interregional infrastructure, offering both residents and officials a valuable reference tool.

The map also clarifies the distinction between wards and communes, enhancing public understanding of their respective roles. According to government regulations, communes operate in rural areas while wards serve urban populations. Both are considered grassroots-level government units, directly overseeing social welfare, public services, and economic development within their jurisdictions.

Central urban districts such as Dong Da, Ba Dinh, Hai Ba Trung, and Hoan Kiem have consolidated several wards to better align with population density and administrative needs. In suburban districts like Phu Xuyen, Thanh Tri, Hoai Duc, and Dong Anh, new communes have been established through mergers based on existing boundaries, creating more streamlined and effective administrative structures.

Starting July 1, 2025, all newly reorganized wards and communes will officially operate under the updated governance model, with fully functioning People’s Councils and People’s Committees. The first sessions of the new councils have been scheduled to ensure a smooth and stable transition from day one.

The newly released map serves as a visual representation of Hanoi’s broader administrative reform, paving the way for a more modern, responsive, and efficient urban government system that better serves its citizens.
