Outstanding individuals honored for contributions to Hanoi’s development

Since its first edition in 1992, the awards ceremony has become an important activity to inspire individuals to greater achievements.

THE HANOI TIMES — Hanoi’s ten outstanding citizens who have gained fantastic achievements contributing to the development of the city and the country were honored at a ceremony on October 10.

The event was organized to commemorate the 71st anniversary of Hanoi Liberation Day (October10).

According to the Hanoi Emulation and Commendation Council, the "Outstanding Citizens of the Capital" merit is the most honorable award a Hanoi citizen can receive for their efforts and contributions to the city's socio-economic growth.

The ceremony illustrates Hanoi's respect for these individuals for their dedication, sacrifice and involvement in all activities due to their love for the capital city.

At the event, Prime Minister Pham Minh Chinh said that emulation and recognition had been one of the greatest activities in Vietnam over the past 80 years.

"It is a precious tradition, culture and heritage of the Vietnamese people, which has led our nation from one victory to another in history. Hanoi, as the capital, has always been among the best-performing localities in the country," said Chinh.

The people and Government of Hanoi have made great efforts to improve socio-economic conditions, especially in suburban and rural areas and reduce poverty in 2025.

The Government leader urged the Hanoi authorities to encourage local people and officials to facilitate the city's growth, to take science and technology as the root of future development.

In addition, Chinh stressed that Hanoi needs to build a robust and persistent government apparatus with competent, politically firm, creative and dynamic individuals who are willing to take risks and strive for new achievements.

According to Bui Thi Minh Hoai, Secretary of the Hanoi Party Committee, 2025 marks an important point of Hanoi's five-year socio-economic growth plan.

Since its first edition in 1992, the "Outstanding Citizens of the Capital" awards have showcased many individuals with groundbreaking, effective initiatives and solutions that drive local development.

Attributing the results to the honored individuals’ contributions, Hoai expressed her hope that the “Outstanding Citizens of the Capital” movement will keep growing, encouraging officials, Party members and residents to obtain further impressive accomplishments.

The city's Party leader launched the movement for 2026, with a focus on the promotion of the communications work on the revolutionary tradition, patriotic emulation movements and marked achievements of the city and country.

Top 10 outstanding citizens:

1. Architect Tran Ngoc Chinh, born in 1949, Chairman of the Vietnam Urban Planning and Development Association, former Deputy Minister of Construction.

2. Associate Professor, People's Doctor, Colonel Nguyen Kim Nu Hieu, born in 1942, former Deputy Director of Military Central Hospital 108.

3. Dr. Nguyen Van Hoa, born in 1946, Chairman of the Board of Directors of Nguyen Binh Khiem Secondary and High School, who won Medals, Certificates of Merit of the Prime Minister and many emulation titles.

4. Prof. Dr. Architect Hoang Dao Kinh, born in 1941, leading expert in heritage conservation, former Director of the Institute for Monuments Conservation, Member of the National Cultural Heritage Council, Vice President of the Vietnam Architects Association.

5. Mr. Ha Tung Lap, born in 1977, Head of the Hanoi Sports and Physical Training Center, contributed to winning dozens of medals at the SEA Games, ASIAD, and world tournaments.

6. Professor, Dr. and Institute Director Tran Dinh Long, born in 1941, Chairman of the Hanoi Agricultural Development Program (2009-2021), promoting gene conservation and transfer of high-quality rice varieties. In 2024, he was honored as a typical Uncle Ho's education.

7. Musician Truong Ngoc Ninh, born in 1943, Author of more than 500 songs and works of musical instruments, stage music, and dance; former Deputy Director of the Hanoi Department of Culture, Sports and Tourism.

8. Mr. Luu Hoang Phuong, born in 1989, Head of the Construction Technical Team, FECON Joint Stock Company: Urban underpass construction expert, in charge of construction measures and operation of TBMs of Hanoi Metro Line 3.

9. Lieutenant Colonel Dang Viet Quang, born in 1975, Head of the Criminal Police Department, Hanoi Police, who awarded the First and Second Class Medals of Merit; Certificates of Merit from the Prime Minister, the Ministry of Public Security and the Hanoi People's Committee.

10. People's Artist Nguyen Van Tinh, born in 1964, a famous artist of Phu Nghia Bamboo and Rattan Association, who won many Certificates of Merit from the Hanoi People's Committee, the Ministry of Agriculture and localities.
