Prime Minister urges Hanoi to shine as beacon of talent and humanity

Hanoi must be a place where talent, intellect, humanity and nature flourish in harmony.

THE HANOI TIMES — Prime Minister Pham Minh Chinh on October 10 called on Hanoi to continue leading Vietnam’s journey toward “Independence, Freedom, Prosperity and Happiness,” and to become a “shining light of humanity and talent.”

The call was made at the Hanoi Patriotic Emulation Congress for the 2025-2030, where the government leader delivered a speech urging the capital to develop practical and effective emulation movements aligned with development goals and bringing tangible benefits to citizens.

Chinh expressed his desire for the capital city to develop emulation movements substantively and effectively, closely aligned with development goals and delivering real benefits to the people.

He highlighted Hanoi’s significant role as the nation's political-administrative center and a major hub for culture, science, education and the economy.

“The capital has led the way in effectively implementing patriotic emulation campaigns, helping the city fulfill and surpass its socio-economic development targets,” said Chinh.

He praised the efforts of the political system, the people and the business community of the capital in stepping up patriotic emulation movements during the 2020-2025 period, particularly commending the outstanding citizens for their contribution to local development.

According to the prime minister, Hanoi’s emulation campaigns over the past five years have reflected positive transformation, rich identity and innovation, spreading confidence and driving development.

He urged the city to further invest in human development, enhance high-quality workforce training, and nurture its thousand-year cultural heritage as a key internal resource and development engine.

However, Chinh also noted that some emulation activities remain superficial and not closely tied to practical objectives or people’s real needs. He pointed out the lack of timely recognition and reward mechanisms for exceptional achievements.

To overcome these shortcomings, he called on the capital to promote breakthroughs in the new period, focusing on substance, efficiency and real impact to match the city’s evolving development goals.

“Hanoi must be a place where talent shines, intellect is unleashed, humanity radiates, nature harmonizes and the city advances with the times,” the prime minister stated.

He expressed confidence that the government and people of Hanoi would stay united, determined, and innovative in promoting patriotic emulation, contributing to the capital’s sustainable growth and helping lead the nation into a new era.
