Party General Secretary visits the historic place giving birth to independence declaration
Party General Secretary To Lam, accompanied by Secretary of the Hanoi Party Committee Bui Thi Minh Hoai and other central and Hanoi officials, paid tribute to President Ho Chi Minh with deep respect and gratitude.
THE HANOI TIMES — Party General Secretary To Lam on August 31 toured the historic house at 48 Hang Ngang Street in Hanoi, where President Ho Chi Minh wrote the Declaration of Independence proclaiming the birth of the Democratic Republic of Vietnam in September 1945 (now the Socialist Republic of Vietnam).

Lam's visit was made on the occasion of the 80th anniversary of National Day, which will take place on September 2 at the historic Ba Dinh Square.
Accompanying the general secretary were Bui Thi Minh Hoai, Politburo member and Secretary of the Hanoi Party Committee, along with other central and Hanoi officials.
At the relic, the Party chief, with leaders of the Central Party Committee and the Hanoi Party Committee, paid tribute to President Ho Chi Minh.
President Ho Chi Minh was the genius leader of the Communist Party and people of Vietnam, a great teacher of the revolution, a national liberation hero, and a world cultural figure, who devoted his entire life to the fatherland's revolutionary cause.
After the incense-offering ceremony, Lam and the delegation toured the relic, viewed its preserved artifacts and heard the story of the Declaration of Independence drafted by President Ho Chi Minh in late August 1945, affirming the sacred right of independence and freedom of the Vietnamese people.

In the guestbook, General Secretary To Lam wrote that he was deeply honored and moved to revisit the historic site.

House No.48 Hang Ngang Street holds a special place in Vietnam’s history.
Once owned by patriotic entrepreneurs Trinh Van Bo and Hoang Thi Minh Ho, the place was selected by the Party Central Committee as President Ho Chi Minh’s residence and workplace upon his return to Hanoi in August 1945.
This was the place where President Ho Chi Minh and the Party Central Committee made key decisions on domestic and foreign affairs.
Following the August Revolution, President Ho Chi Minh stayed here to draft the Declaration of Independence, which was proclaimed at Ba Dinh Square on September 2, 1945, marking the founding of the Democratic Republic of Vietnam.

The site was listed as a national historic relic in 1979. After recent restoration, the house, with its original design and artifacts, is well-preserved. Modern technologies have also enhanced visitors’ experiences and educational values.
Recognizing its historical and cultural significance, the Hanoi People’s Committee officially deemed the site a commemorative project for the anniversaries of the August Revolution and National Day, with the plaque installation ceremony on August 18, 2025.
