State gifts reach millions of Vietnamese ahead of Party Congress and Tet

The beneficiaries include people with meritorious service to the revolution, social assistance and social pension recipients and other vulnerable groups, as part of the Government’s effort to ensure broad social support during major national events.

THE HANOI TIMES — State gifts have reached nearly six million Vietnamese by mid-January in celebration of the 14th National Party Congress and the upcoming Tet (Lunar New Year).

Beneficiaries include people with meritorious service to the revolution, social protection beneficiaries, social pension recipients and other vulnerable groups, including orphans, with each person receiving VND400,000 (US$16) under the Government’s Resolution No. 418/NQ-CP dated December 28, 2025.

Preliminary reports from 28 of the country’s 34 provinces and cities show that more than 1.55 million recipients are people with meritorious service to the revolution, while over 4.33 million are beneficiaries of social assistance and social pensions.

Authorities are distributing financial support through a multi-channel approach, leveraging bank transfers and the VNeID digital platform alongside traditional cash payments to ensure comprehensive reach.

Funding for the gifts on the occasion of the 14th National Party Congress and the Lunar New Year comes from the central budget allocated to provinces and cities. Based on local conditions and budget capacity, provinces and cities may also provide gifts to other vulnerable groups.

Prime Minister Pham Minh Chinh has approved an additional VND2.5 trillion (US$100 million) for localities to present gifts to 1.65 million people with meritorious service to the revolution and nearly five million social beneficiaries and orphans on the occasion of the 14th National Party Congress and the Lunar New Year.

During the National Day (September 2) this year, the State for the first time provided a nationwide cash gift of VND100,000 (US$4) per person.

Under the Vietnamese Government regulations in effect since 2021, social protection beneficiaries include children without caregivers; children aged 16 and above without caregivers who are enrolled in general education, vocational training, secondary professional education, colleges or first degree university programs; children living with HIV/AIDS from poor households.

They are also poor single parents raising children; poor elderly people or those aged 75 to 80; people with severe or particularly severe disabilities; children under three years old from poor or near poor households; and people living with HIV/AIDS from poor households who lack a stable monthly income.

Social pension beneficiaries feature people aged 75 and above who do not receive a pension or a monthly social insurance allowance or whose benefits are lower than the prescribed social pension level; as well as people aged from 70 to under 75 from poor or near-poor households.
