Vietnam Communist Party seeks public opinions for draft Congress political report

The draft political report delineates strategic breakthroughs to meet the new stage of development.

The full text of the draft documents of the 13th National Party Congress has been released for public comments from October 20 to November 10.

Towards the important milestones of Vietnam, the draft political report sets the goal of turning Vietnam into a modernized and industrialized country by 2025 and escaping the lower-middle-income status. By 2030, the centennial year of the founding of the Communist Party, Vietnam will become a developing country with modern industry and upper-middle-income status.

By 2045, the one-hundred-year anniversary of the founding of the Democratic Republic of Vietnam (now the Socialist Republic of Vietnam), Vietnam will become a developed and high-income country. The average economic growth rate (gross domestic product - GDP) in 2020-2025 will reach approximately 6.5% - 7% annually. By 2025, GDP per capita is expected to be between US$4,700 and US$5,000.

Speaking at the plenary session of the 12th Central Party Committee in early October, Party General Secretary and State President Nguyen Phu Trong said that the draft political report this time sets aside a separate section referring to 5 steering points, outlines 12 orientations for national development in 2021 - 2030, six key tasks, three strategic breakthroughs as well as tasks and solutions to continue to renovate and develop specific sectors.

In particular, the three strategic breakthroughs identified by the 11th and 12th Party Congresses have long-term values, but they have been supplemented and specified to face the new stage of development. These strategic breakthroughs include: perfection of the development institution; development of human resources; building of a modern and synchronized socioeconomic infrastructure.

The published draft documents are the political report on the implementation of the 2011-2020 socio-economic development strategy and the building of a socio-economic development strategy for 2021-2030, a report on evaluation of the socio-economic performance during 2016-2020 and directions and missions for socio-economic development in the period 2021-2025, and a report on Party building work and enforcement  of the Party statute during the 12th tenure.

The public consultation on the Party Congress’ draft documents is aimed at promoting citizens’ right to mastery and pool ideas for mapping out Party guidelines and policies on national development to 2025 with a vision to 2030 and 2045, while helping improve quality of the draft documents to be submitted to the 13th National Party Congress.

According to Vice Chairman of the Party Central Committee’s Theory Council Phung Huu Phu, public comments will be sent to the editing groups, who will seriously study the feedback to supplement the documents.
