Vietnam issues new circular on certificates of origin
The new Vietnamese regulation on certificates of origin has been in effect since July 1.
THE HANOI TIMES — Vietnam’s Ministry of Industry and Trade has issued a new circular outlining procedures for certifying the origin of exported goods and allowing traders to self-certify.
Effective July 1, the circular designates two authorized entities to issue certificates of origin (C/O), including the Import and Export Department under the Ministry of Industry and Trade, and organizations authorized by provincial and municipal people’s committees.

Certificate issuance and written approvals will be conducted via the eCoSys platform at www.ecosys.gov.vn. The Department of E-Commerce and Digital Economy manages the system and integrates it with the National Single Window Portal. This department is also responsible for creating accounts, issuing identification codes to authorized entities, and updating the public directory on eCoSys.
Authorized bodies must publish their procedures and guide businesses to ensure compliance with regulations.
The Agency of Foreign Trade will provide training and conduct periodic inspections to ensure the smooth issuance of certificates of origin nationwide.
Provincial and municipal people’s committees must implement the issuance of certificates of origin within 90 days, publicly announce information, oversee the process, and handle any violations.
The new regulation on certificate of origin issuance aims to decentralize and streamline trade administration, as well as ensure Vietnam's fulfillment of its international commitments.
