Vietnam launches national treaty database to strengthen legal alignment and transparency

Vietnam has taken a major step toward legal transparency and digital governance with the launch of a centralized platform that brings the country’s international treaty commitments closer to policymakers, businesses and the public.

THE HANOI TIMES — Vietnam has officially launched a national website on international treaties, strengthening transparency and supporting the assessment of consistency between domestic law and the country’s international commitments.

The platform forms part of Vietnam’s National Database on International Treaties, which debuted in Hanoi on December 29 at a ceremony attended by Prime Minister Pham Minh Chinh and senior officials from the foreign affairs sector.

Developed under the management of the Ministry of Foreign Affairs, the database comprises two components: a public information platform and an internal management system serving state agencies.

The public interface, accessible at https://treaty.mofa.gov.vn, operates as a centralized source of information on international treaties to which Vietnam is a party.

Available in Vietnamese and English, the website allows users to search and retrieve treaty information for research and reference through flexible filters, including treaty titles, signing partners and dates of conclusion.

Beyond treaty texts, the platform offers structured guidance on Vietnam’s treaty-making process. It provides legal reference documents, procedural flowcharts and commonly used model clauses, helping users better understand how international agreements are negotiated, signed and implemented.

The website also introduces reference materials on treaty-making practices in several countries and links users to relevant domestic and international databases, supporting comparative studies and in-depth legal research.

For internal operations, the database marks the first time Vietnam has applied content-recognition technology in treaty management. The system supports document processing and automatically suggests required information during data entry, improving accuracy and efficiency.

According to the Ministry of Foreign Affairs, the database currently contains information on 207 international treaties signed during the tenure of the 13th National Party Congress, including 164 bilateral treaties and 43 multilateral agreements.

The system is expected to significantly improve access to treaty information for government agencies, organizations, citizens and businesses. It also supports Vietnam’s broader digital transformation goals set out in key policy resolutions issued by the Politburo.

The database will continue to expand to cover all international treaties to which Vietnam is a party.

The ministry will apply further advanced technologies to assess legal compatibility between international commitments and Vietnamese law, while supporting the negotiation, signing and implementation of future treaties.
