Identification cards for stateless Vietnamese living in the country

The Draft Law on Citizenship (Amended) stipulates that stateless Vietnamese residing in the country will be issued identification numbers and citizenship certificates, according to Lieutenant General Nguyen Thi Xuan of the NA Committee for National Defense and Security.

Speaking at the meeting to collect feedback and revise the draft law on August 10, Lt. Gen. Nguyen Thi Xuan said that issuing identification cards to stateless Vietnamese living in the country would help ensure their basic rights to health care, education, and employment. Neither they nor local authorities have sufficient accounts to prove their identity and background, so authorities have been unable to determine their citizenship. As a result, they are not eligible for Vietnamese citizenship or permanent or temporary residency cards. However, as an inseparable part of the nation, their rights must be recognized.
