Vietnam speeds up Quang Trung Campaign to rebuild homes after historic floods

The government leader called the campaign “a battle without gunfire” that must be won decisively, warning that every delay harms displaced families and urging local authorities to flag obstacles immediately.

THE HANOI TIMES — Prime Minister Pham Minh Chinh today [December 9] urged faster progress in the nationwide “Quang Trung Campaign”, an emergency effort to rebuild and repair homes destroyed by recent historic floods in the central region and Central Highlands of Vietnam.

The campaign is named the Quang Trung Campaign to evoke the spirit of swift, decisive action associated with Emperor Quang Trung, symbolizing the urgency and determination required to rebuild safe homes for flood-affected communities.

Chinh chaired a meeting with ministries, major state-owned enterprises and leaders of central provinces and Central Highlands localities to review current progress and remove bottlenecks.

The Quang Trung Campaign, launched on December 1 by the prime minister, aims to quickly rebuild and repair homes damaged by storms in central Vietnam, mobilizing all sectors to ensure every affected family is resettled before the Lunar New Year 2026, which will fall in the middle of February next year.

The campaign was launched shortly after extreme storms and flooding caused severe damage across the region, collapsing 1,635 houses and heavily damaging nearly 40,000 others.

Soon after the disaster, the government directed local authorities to stabilize living conditions and ensure affected families receive safe shelter as quickly as possible.

Under a directive issued on November 30, the campaign aims to finish repairing damaged homes by December 31, 2025 and complete the rebuilding of collapsed houses by January 31, 2026.

Overview of the meeting. 

The PM’s request was made after mixed results in the construction progress. As of December 8, localities have started construction on 971 of the 1,635 new houses and completed 479. However, 664 homes have yet to begin construction. More than 34,600 houses have been repaired but about 4,000 are still underway and 891 have not started.

At the meeting, PM Chinh praised the efforts of provinces such as Dak Lak, Gia Lai, Khanh Hoa, Quang Ngai and Lam Dong, along with the armed forces.

He criticized Quang Tri Province for failing to repair 12 severely damaged homes, leaving residents in temporary shelters and requested an immediate explanation.

The campaign relies on combined resources from central and local budgets, social contributions, organizations, businesses and community support. The prime minister highlighted the spirit of collective action where “those contribute anything they have, regardless of resources and labor.”

He described the campaign as “a battle without gunfire” that must be won decisively to restore safety and dignity for affected families.

The government has assigned specific responsibilities. Provincial leaders must directly oversee progress.

Meanwhile, the Ministry of Agriculture and Environment will guide land-related issues, the Ministry of Construction will support safe housing designs, while the Ministry of Finance will allocate funds promptly.

At the same time, the Vietnam Electricity (EVN), Petrovietnam, Viettel and VNPT will support the restoration of electricity, water and telecommunications and assist localities in implementing the campaign.

“For people who have lost their homes, every delay matters,” Chinh said, urging local authorities to report any obstacles immediately for timely solutions.

He also called on the Vietnam Fatherland Front and mass organizations, particularly the Ho Chi Minh Communist Youth Union, to launch support movements.
