Vietnam to further facilitate operations of NGOs: PM
NGOs have provided more than US$4.35 billion for Vietnam over the past two decades, with a focus on healthcare, education, society, recovery from post-war consequences, and climate change response.
Vietnam needs to adopt more mechanisms to create favorable conditions for non-governmental organizations (NGOs) to help develop the nation, bolster diplomatic, friendship, and cooperative ties with other countries as the Southeast Asian deepens global integration, Vietnamese Prime Minister Nguyen Xuan Phuc has stated.
He made the statement on July 5 when addressing a conference held in Hanoi by the Committee for Foreign Non-Governmental Organization Affairs (COMINGO).
Speaking at the conference, PM Phuc emphasized the role of NGOs in popularizing Vietnam’s achievements, enhancing people-to-people diplomacy with other countries, making contributions to prevent and rebut misleading information and allegations against the Vietnamese revolution.
Lauding the excellent performance of the committee during the 1996-2017 period, he stressed that the Vietnam always sees the work of non-government organizations as an inseparable part of the people-to-people diplomacy, and that NGOs have successfully operated in tandem with the country’s diplomacy, security and politics.
In the past 20 years, NGOs have provided more than US$4.35 billion for Vietnam, including US$300 million and US$280 million in the latest two years. The funding has been funneled mainly into healthcare, education, society, recovery from post-war consequences, and climate change response. Meanwhile, they have helped Vietnamese ministries, organizations, and localities to access practical experience and skills, PM Phuc noticed.
In foreign affairs, NGOs play an active role in supporting Vietnam's international integration, in propagating and promoting the image and achievements of Vietnam to the world, he added.
The PM appreciated the achievements of the COMINGO and other ministries, sectors and localities in recent years, including advising and proposing guidelines and policies, step by step forming and perfecting legal framework, improving management efficiency and mobilizing foreign non-governmental aid.
In the context of deepening international integration and the need for more resources, Vietnam has policy of encouraging and creating favorable conditions for the operation of NGOs, contributing to the country’s development, PM said.
The COMINGO was asked to further work with the NGOs present in Vietnam to serve socio-economic development and mobilize more non-governmental assistance in the time ahead.
The PM asked agencies to renovate the management, inspection and supervision activities of NGOs, such as cutting administrative procedures, strengthening application of information technology in a more scientific and strict way.
In addition, agencies and localities were requested to strengthen advocacy work with NGOs for socio-economic development, propose innovative methods and forms of cooperation with foreign NGOs, submit the national program on cooperation with NGOs to the government and the PM for the next stage.
