It is one of the national key projects in the energy sector.

The project is one of the national key ones in the energy sector, with an investment capital of US$2.1 billion funded by the state-owned Vietnam Electricity (EVN).
The first generator of the project is expected to be put into commercial operation in 2028 and the second in 2029.
The Prime Minister said EVN will take full responsibility for the project’s capital mobilization solutions, which must ensure the effectiveness of the state capital.
He asked the People's Committee of Quang Binh province to soon issue the investment registration certificate to EVN in accordance with regulations. The local authorities will be in charge of land allocation, changing land use purpose and close coordination with the investor in the project implementation process.
Relevant ministries and agencies are urged to inspect and supervise EVN's project implementation in accordance with regulations. The Ministry of Natural Resources and Environment is tasked with overseeing EVN’s environment impact assessment, while provincial authorities will be in charge of coordinating with the investor to promptly solve difficulties.
The Quang Trach II thermal power plant is the second one of its kind owned by EVN in the Quang Trach Power Center.
The Quang Trach I power plant project, with a capacity of 1,200MW and total investment of VND42 trillion (US$1.86 billion), has been almost completed. As operated, the plant will provide the national grid with a commercial electricity output of about 7.8 billion kWh per year.
The two projects play an important role in creating a breakthrough for the socio-economic development of the province.
About 35 new projects, with a total capital of VND93 trillion (US$4 billion), have been recently approved by the People’s Committee of Quang Binh province, of which 13 were already awarded investment licenses.
