First businesses in Hanoi receive land ownership certificates for social housing project

Two companies in Khuong Dinh Ward have received the first land use certificates to build housing for public security officers.

THE HANOI TIMES — The People’s Committee of Khuong Dinh Ward has granted a land use right and property ownership certificate to Thai Ha Development Investment JSC and Nam Son Invest Urban JSC.

These are the first organizations in Hanoi to receive such certificates since the two-tier local government model was implemented on July 1, 2025.

The certificate, known as "red book", apply to land plot NO2, 275 Nguyen Trai. At this plot, a social housing complex will be built for officers and soldiers of the People’s Public Security.

According to Chairman of the ward People's Committee Nguyen Sy Doan, the new Khuong Dinh Ward is formed by merging several former wards of Thanh Xuan and Thanh Tri districts. It covers an area of 3.1 square kilometers and has a population of 86,300. 

Land management is one of the top priorities for the local authorities since the two-tier local government model was underway early July, he said at the ceremony granting land use certificates this week.

He added that land management, especially the issuance of land use rights and land ownership certificates, is key to ensure legal rights and obligations among people and businesses.

Doan expected that the two companies will strictly follow construction rules, ensure proper design and timeline of the project, and put the social housing complex into operation as planned for public security officers.

Deputy Minister of Public Security, Colonel General Dang Hong Duc, said that the event reflects the smooth operation of the two-tier government model.

He hoped that the companies will accelerate project implementation to meet housing demand for officers and soldiers.
