Hanoi approves detailed planning for 8-hectare parking and retail complex
Once completed, the project is expected to turn the area from an inadequate residential zone into a vibrant commercial and service center.
THE HANOI TIMES — Vice Chairman of the Hanoi People’s Committee Nguyen Manh Quyen has signed Decision No. 6315/QD-UBND approving the detailed 1:500 plan for the Hoang Mai - Giap Bat Parking and Commercial Center that covers more than eight hectares in Dinh Cong Ward.

The project is designed as a modern parking facility combined with a shopping center, offices and warehouse space, applying high technology and integrated with the city’s urban infrastructure system.
The site borders Dam Do Lake and is close to Giap Bat Station and major routes such as Ring Road 2.5 and Ring Road 3, offering strong advantages for transport connectivity and commercial activities.
Aeon Mall previously proposed investing in the project with an estimated capital of about $280 million, but withdrew in 2024.
Following the withdrawal, Thiso International Trading and Services JSC, a member of a major Vietnamese conglomerate THACO, joined the project and continued its development with domestic partners under the new name Hoang Mai - Giap Bat Parking and Commercial Center.
Under the city's decision, Xuan Nam Viet JSC and the Vietnam Planning and Architecture Consultancy JSC are assigned as consultants responsible for preparing the detailed plan.
The two firms are tasked with proceeding legal procedures regarding scope, timelines and consultations with agencies, organizations, individuals and local communities, as well as ensuring data quality, accuracy, consistency and alignment between drawings and explanatory documents.

At a voter meeting in Dinh Cong Ward, Chairman of the Dinh Cong Ward People’s Committee Nguyen Tuan Anh said the project is among the city’s key priorities that is expected to create hundreds of jobs and provide stable employment, while enhancing the area’s commercial and service value.
He said the ward will closely coordinate with relevant agencies to publicly disclose the planning scheme to ensure transparency and timely implementation.
Land clearance, land management and construction supervision will be carried out strictly in line with regulations, Tuan Anh noted.
According to the ward chairman, the project will not only deliver economic benefits but also reshape the urban face of Dinh Cong. Technical infrastructure and architectural landscapes will be developed in a modern and integrated manner, linked to major transport corridors.
“Residents will clearly see the transformation of the area from a place once associated mainly with housing and outdated infrastructure into a vibrant commercial and service hub,” he said.
During the dialogue, many local voters expressed hope that the project would be implemented soon to address the shortage of parking space, create additional shopping and recreation areas for the community. They also expect the project to lift property values and support household incomes and related services.
Under the current orientation, the project will be fully connected with the urban transport network and aligned with Hanoi’s master plan through 2030, with a vision to 2050. This provides an important legal basis for land investment and construction authorities to implement the approved plan.
According to Tuan Anh, Dinh Cong Ward authorities, together with consultants and investors, will continue outreach efforts to build public consensus and facilitate smooth project implementation.
“Strong engagement from local government is expected to turn the project into a new landmark and support Dinh Cong’s emergence as a dynamic development area in southern Hanoi,” he noted.
