Hanoi approves major technology exchange to drive regional innovation
The technology exchange will operate as a regional and international data center and as a professional intermediary for valuation, brokerage, technology transfer and commercialization of research results.
THE HANOI TIMES — Hanoi has approved the establishment of a large-scale technology exchange, aiming to become a regional innovation hub and a key platform for technology transfer and commercialization.
The newly-approved Hanoi Technology Exchange is expected to become a major innovation hub, with the capacity to list at least 30,000 technology product entries and connect 5,000 suppliers.

Under a recently-issued decision, the Hanoi People’s Committee aims to build the exchange into a modern, multi-functional platform for science, technology and innovation.
It will operate as a regional and international data center and as a professional intermediary for valuation, brokerage, technology transfer and commercialization of research results.
By 2030, Hanoi plans to develop a fully digital infrastructure with a platform that integrates AI, blockchain and big data technologies.
The exchange aims to enable at least 10,000 successful technology supply–demand connections, complete 1,000 technology transfer or purchase transactions and generate VND500 billion (US$19 million) in transaction value.
The city also intends to attract at least 20 domestic and foreign tech investment funds, connect with 100 research institutes and universities worldwide, cooperate with 500 enterprises and link to at least 10 regional and global technology platforms.
Hanoi’s broader goal is to build Southeast Asia’s leading technology exchange, contributing 5% of Vietnam’s technology transaction value, creating 2,000 direct and indirect jobs and supporting the establishment of 100 new science and technology enterprises.
The exchange will operate in Hanoi and expand to other provinces and international markets.
Priority sectors include semiconductors, digital technologies, big data and AI, precision engineering and automation, electronics, new and high-tech materials, pharmaceutical processing, chemicals and cosmetics, biotechnology and high-tech agricultural and food processing.
The exchange will also open communication channels with technology exchanges inside and outside Vietnam.
It will serve research institutes, universities, R&D organizations, start-ups, innovative enterprises and businesses needing technology upgrades or new product development.
Hanoi expects the exchange to support government agencies, investors, consulting organizations, financial institutions, law firms, professional associations and agencies managing science, technology, innovation and intellectual property.
A public–private partnership model will support development of the platform. The operator will run the exchange under a three-year O&M contract and receive rental exemptions for designated floors at the Vo Chi Cong Administrative Complex.
The Hanoi Department of Science and Technology will lead the rollout, including a trial phase of up to six months before the exchange begins official operations.
